The DB is responsible for all aviation planning and design over and
above that provided in the Master Plan as necessary to establish the
Program Criteria Document. Project future usage for the following:

5.1.4.3.3 Parking
5.1.4.3.4 Pedestrian
5.1.4.3.5 Airline
5.1.4.3.6 Service
5.1.4.3.7 Concessions (Food, Retail, Rental Cars)
5.1.4.4 Examine operational requirements
In narrative form, discuss the function and use of the facility
5.1.4.5 Program facility
A crucial step in the process, the programming should amplify the
very general guidelines given in the Airport Master Plan.
