5. PRE-DESIGN SERVICES<br />

The Pre-<strong>Design</strong> Stage initiates the Program <strong>and</strong> begins with the assembly <strong>and</strong> digestion of<br />

data related to existing conditions, use patterns <strong>and</strong> Airport policies. The Pre-<strong>Design</strong> Stage<br />

includes the preparation of studies, diagrams, <strong>and</strong> other documents conveying the general<br />

Program assessment <strong>and</strong> basis of design, for presentation to the City for approval.<br />
