They serve ashome for petitioners who’ve fled <strong>the</strong>ir devilish tormentors,beasts from o<strong>the</strong>r planes who’ve become especiallylost, and lost planar travelers who don’t want to befound.Malagard: The current city under construction iscalled Malagard, and it serves as home for <strong>the</strong> Lord <strong>of</strong> <strong>the</strong>Seventh, Baalzebul. It is a beautiful city <strong>of</strong> perfectlystraight boulevards, fountains <strong>of</strong> delicate yet terriblevisage, and towers that reach straight as an arrow into<strong>the</strong> blood-black sky. It is <strong>the</strong> greatest city yet seen inMaladomini, but no one doubts that it, too, will soon beabandoned, as Baalzebul strives for hellish perfectionin all things.Grenpoli: Grenpoli, <strong>the</strong> City <strong>of</strong> Diplomacy, is domed,and access is granted only through one <strong>of</strong> four gates on<strong>the</strong> city’s exterior. Entrance to <strong>the</strong> city comes after a thoroughsearch during which all weapons are taken for <strong>the</strong>duration <strong>of</strong> a visitor’s stay. Strife and open displays <strong>of</strong>magical aggression are against <strong>the</strong> law, and those whobreak <strong>the</strong> law are slain immediately.The Political School <strong>of</strong> <strong>the</strong> Nine Hells, in Grenpoli, iswhere enterprising devilish nobility come to learn abouttreachery and deception. An erinyes named MysdemnWordtwister rules Grenpoli.CaniaThe eighth layer <strong>of</strong> The Nine Hells is ano<strong>the</strong>r realm <strong>of</strong>cold, but Cania’s cold is so bitterly penetrating that it islike a living thing. Glaciers moving as fast as a runningman grind and crash against each o<strong>the</strong>r, sending avalanches<strong>of</strong> snow down upon any creature unfortunateenough to be caught between <strong>the</strong> battling ice titans.The frigid cold penetrates even <strong>the</strong> warmest naturalclothing. Characters take 3d10 points <strong>of</strong> cold damageevery round <strong>the</strong>y are in an unsheltered area in Cania.Moving glaciers <strong>of</strong>ten reveal thousand-year-old corpses,past victims <strong>of</strong> <strong>the</strong> merciless chill.Mephistar: A blue-white jewel fashioned <strong>of</strong> ice, thismighty citadel perches upon an equally impressive glaciernamed Nargus. Clouds <strong>of</strong> vapor constantly roll <strong>of</strong>f <strong>the</strong>sides <strong>of</strong> <strong>the</strong> icy spike. The glacier’s movement is controlledby <strong>the</strong> Lord <strong>of</strong> <strong>the</strong> Citadel, Mephistopheles, andNargus has flowed over and obliterated many a lesser glacier,as well as its share <strong>of</strong> rival fiendish armies caughtunaware in Cania.The interior <strong>of</strong> Mephistar is heated. In fact, lavishheated baths, scented fires, and hell-bright tapestries areeverywhere. Gelugon nobles abide in <strong>the</strong> warm sanctuary<strong>of</strong> Mephistar, waiting on <strong>the</strong> whims <strong>of</strong> <strong>the</strong>ir lordMephistopheles, who is <strong>the</strong> Lord <strong>of</strong> <strong>the</strong> Eighth.Shapes in <strong>the</strong> Ice: Some glaciers in Cania entombalien shapes frozen in <strong>the</strong> heart <strong>of</strong> <strong>the</strong> ice. The frosted glacierdistorts vision, so it’s difficult to make out exactlywhat’s buried in such an icy prison. From time to time,enterprising mortals melt exploratory shafts toward particularlyintriguing blots. Some <strong>of</strong> <strong>the</strong> blots are apparentlydevas and archons frozen in place fighting spinedcreatures <strong>of</strong> unknown origin. O<strong>the</strong>r shapes are abandonedcities <strong>of</strong> prosaic or alien design.The Pit: Mighty glaciers form a ledge surrounding adark pit several hundred feet in diameter. The utterly darkPit is <strong>the</strong> primary access down to <strong>the</strong> lowest layer <strong>of</strong> <strong>the</strong>Nine Hells. One devil-guarded stairway cuts back andforth down one glacier’s face, and on each landing sits aguard tower bristling with gelugons.Of course, one could forgo <strong>the</strong> stairs and plunge directlyinto <strong>the</strong> Pit. However, a supernaturally strongdowndraft makes any type <strong>of</strong> flying a chancy proposition.Fliers must make a Reflex save (DC 30) whenpqqqqrs122LORD OF THE SEVENTH: BAALZEBUL THEARCHDUKEOnce, Baalzebul was an archon <strong>of</strong> Celestia called Triel, but hewas cast down into <strong>the</strong> Nine Hells. Asmodeus quickly promotedTriel to devilhood in a dread ritual. Baalzebul’s relentless drivefor perfection served him well as climbed <strong>the</strong> ranks <strong>of</strong> devilry,culminating in Baalzebul’s ascension to <strong>the</strong> Lord <strong>of</strong> <strong>the</strong> Seventh.And Baalzebul didn’t just attain his lordship—he deposed <strong>the</strong>earlier Lord and expunged all mention <strong>of</strong> that entity. Leavingbehind his former name with his former allegiance, Baalzebul isalso called <strong>the</strong> Lord <strong>of</strong> Flies because not even a fly can escape hisnet <strong>of</strong> intrigues.Like virtually every o<strong>the</strong>r lord, Baalzebul once plotted againstAsmodeus during <strong>the</strong> failed rebellion and purge known as <strong>the</strong>Reckoning. To punish Baalzebul, Asmodeus transformed hisformerly angelic body into a melted, sluglike form.Now, Baalzebul openly plots against only Mephistopheles,Lord <strong>of</strong> <strong>the</strong> Eighth. But his undying anger yet burns forAsmodeus, as does his undying ambition for <strong>the</strong> throne <strong>of</strong> <strong>the</strong>King <strong>of</strong> <strong>the</strong> Nine Hells.LORD OF THE EIGHTH: MEPHISTOPHELESMephistopheles once engineered his own coup, when he wasreplaced by Baron Molikroth. However, Molikroth was secretlyMephistopheles, and that duplicity has now ended (as have <strong>the</strong>lives <strong>of</strong> “Molikroth’s” coconspirators. The Lord <strong>of</strong> <strong>the</strong> Eighthappears as a 9-foot-tall humanoid with hell-red skin, horns,wings. He grips a magic ranseur that burns eternally. Heprefers to drape himself in dramatic capes as black as <strong>the</strong>deepest void.Like <strong>the</strong> o<strong>the</strong>r archdukes <strong>of</strong> <strong>the</strong> Nine Hells, Mephistophelesfailed to unseat Asmodeus’s rulership over <strong>the</strong>Nine Hells. And like many o<strong>the</strong>r archdukes, he retained hisposition when <strong>the</strong> Reckoning was over. His biggest rival isBaalzebul, and his court is thick with plots against <strong>the</strong> Lord<strong>of</strong> <strong>the</strong> Flies.pqqqqrs
<strong>the</strong>y first enter <strong>the</strong> downdraft or be dashed into <strong>the</strong> icyside <strong>of</strong> <strong>the</strong> pit for 20d6 points <strong>of</strong> damage. If <strong>the</strong>y succeed,<strong>the</strong>y’ve managed to find a stable tunnel <strong>of</strong> airwithin <strong>the</strong> swirling wind and can descend to Nessusnormally.NessusThe ninth layer is <strong>the</strong> deepest realm <strong>of</strong> <strong>the</strong> Nine Hells,a plain shattered by rifts deeper than <strong>the</strong> deepestocean trench. Many <strong>of</strong> <strong>the</strong> ravines and canyons herereach thousands <strong>of</strong> miles into undifferentiated, deadstone. Most <strong>of</strong> <strong>the</strong> trenches seem natural, but someappear as if <strong>the</strong>y were cut or blasted into <strong>the</strong> land.Rumor has it that an <strong>of</strong>fshoot <strong>of</strong> <strong>the</strong> Styx flows hereand <strong>the</strong>re, dropping into trenches and trickling its wayacross <strong>the</strong> layer. Few know how to reach this tributary,if it exists at all.Malsheem: A rift <strong>of</strong> incredible depth and width liesimmediately below <strong>the</strong> layer boundary between Caniaand Nessus (<strong>the</strong> Pit up in Cania leads to Malsheem inNessus). Malsheem, <strong>the</strong> Citadel <strong>of</strong> Hell, rises in its dark,elegant, fiendish beauty from <strong>the</strong> trench. The strongholdis monstrously large, rising miles above <strong>the</strong> plain. Butlike an iceberg above water, its visible spires and fortificationsare small compared to <strong>the</strong> vast halls containedwithin <strong>the</strong> trench.Malsheem is <strong>the</strong> largest known citadel in <strong>the</strong> Outer<strong>Planes</strong>. It is big enough to house millions <strong>of</strong> devils, anarmy larger than any fielded in <strong>the</strong> Blood War.Asmodeus, master <strong>of</strong> Malsheem, Lord <strong>of</strong> <strong>the</strong> Ninth, andundisputed King <strong>of</strong> <strong>the</strong> Nine Hells, holds <strong>the</strong>se hordes inreserve for a cataclysmic battle he foresees that will dwarf<strong>the</strong> “petty” maneuverings <strong>of</strong> <strong>the</strong> Blood War. The citadel isso vast that it is nigh unmappable; Malsheem’s secrets areknown only to Asmodeus himself.Serpent’s Coil: Brutally repressed rumors suggestthat <strong>the</strong>re is more to Asmodeus than he admits. Thestory goes that <strong>the</strong> true form <strong>of</strong> Asmodeus actuallyresides in <strong>the</strong> deepest rift <strong>of</strong> Nessus called <strong>the</strong> Serpent’sCoil. The shape seen by all <strong>the</strong> o<strong>the</strong>r devils <strong>of</strong> <strong>the</strong> NineHells in <strong>the</strong> fortress <strong>of</strong> Malsheem is actually a highlyadvanced use <strong>of</strong> <strong>the</strong> project image spell or an avatar <strong>of</strong>some sort.The secret rift, formed by Asmodeus’s plummetingbody when he first arrived in <strong>the</strong> Nine Hells, spiralsinward over <strong>the</strong> course <strong>of</strong> hundreds <strong>of</strong> miles. His titanic,miles-long form still rests here—and his wounds haveyet to heal. His acid-black blood pools in <strong>the</strong> hollows <strong>of</strong><strong>the</strong> rift, a substance fouler than foul.From where fell Asmodeus? Was he once a greaterdeity cast down from Elysium or Celestia, or is he olderyet, as <strong>the</strong> rumor hints? Perhaps he represents some fundamentalentity whose mere existence pulls <strong>the</strong> multiverseinto its current configuration.Nobody who tells <strong>the</strong> story <strong>of</strong> Asmodeus’s “true” formlives more than 24 hours after repeating it aloud. But dustyscrolls in hard-to-reach libraries (such as Demogorgon’scitadel in <strong>the</strong> Abyss) yet record this knowledge. Unless itis pure fancy, <strong>of</strong> course.Nine Hells EncountersUse Table 7–7: Hellish Encounters for random encountersin <strong>the</strong> Nine Hells.INFERNAL BATTLEFIELDOF ACHERONIt is where ignorant armies clash by night.It is <strong>the</strong> refuse-plane <strong>of</strong> a million failed rebellions.It is a plane <strong>of</strong> enforced order, where conformity ismore important than good.The hue and cry <strong>of</strong> battle is <strong>the</strong> first sound a soldierhears when arriving on Acheron and <strong>the</strong> last sound arefugee hears when leaving. That’s all <strong>the</strong>re is on Acheron:conflict, war, strife, and struggle. Many armies populateAcheron, but leaders are scarce. Truly, rebels without acause are common on Acheron, whe<strong>the</strong>r <strong>the</strong>y’re petitioners,mortals, fiends, or celestials.Acheron has four layers, each made <strong>of</strong> island- or evencontinent-sized iron cubes floating in an airy void.Sometimes <strong>the</strong> cubes collide, and echoes <strong>of</strong> past collisionslinger throughout <strong>the</strong> plane, mingling with <strong>the</strong>ring <strong>of</strong> sword on sword as armies clash across <strong>the</strong> faces<strong>of</strong> <strong>the</strong> cubes.Acheron hosts many deities, including Wee Jas, <strong>the</strong>deity <strong>of</strong> death and magic; Gruumsh, <strong>the</strong> god <strong>of</strong> orcs;Maglubiyet, <strong>the</strong> goblin deity; and Hextor, <strong>the</strong> deity <strong>of</strong>tyranny and self-proclaimed champion <strong>of</strong> evil.ACHERON TRAITSAcheron has <strong>the</strong> following traits.• Objective Directional Gravity: The strength <strong>of</strong> gravityis <strong>the</strong> same as on <strong>the</strong> Material Plane, but which wayis down depends on which face <strong>of</strong> <strong>the</strong> cube you’re on.pqqqqrsLORD OF THE NINTH: ASMODEUS, KING OF THENINE HELLSAsmodeus is at <strong>the</strong> very least an archdevil, but he couldpossess <strong>the</strong> power <strong>of</strong> a true deity. He resides in Malsheem butis rarely seen. Only when <strong>the</strong> elite <strong>of</strong> <strong>the</strong> Nine Hells ga<strong>the</strong>r inany one <strong>of</strong> a hundred audience chambers does Asmodeusmake his presence known, usually in <strong>the</strong> form <strong>of</strong> an unprepossessinghumanoid with black hair, a black goatee, and eyes <strong>of</strong>flame.
