Message from <strong>the</strong> Chair<br />

Ontario must be <strong>the</strong> leader in shifting public services from a reactive to a proactive<br />

mode. Whe<strong>the</strong>r it is health care, social services, educati<strong>on</strong>, training, ec<strong>on</strong>omic development<br />

or almost anything else, governments typically patch up things <strong>on</strong>ce something has g<strong>on</strong>e<br />

wr<strong>on</strong>g. Ontario must shift to foreseeing problems and cutting <strong>the</strong>m <strong>of</strong>f before <strong>the</strong>y develop.<br />

This in turn requires a government with a serious research capacity, both internally and<br />

through what it can draw from <strong>the</strong> outside.<br />

The <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> has made hundreds <strong>of</strong> recommendati<strong>on</strong>s for improving <strong>the</strong> effectiveness and<br />

efficiency with which public services can be delivered.<br />

N<strong>on</strong>e <strong>of</strong> <strong>the</strong>se choices will be easy and many <strong>of</strong> our proposals will draw vigorous criticism.<br />

But it must be kept in mind that our recommendati<strong>on</strong>s can deliver <strong>the</strong> needed degree <strong>of</strong><br />

spending restraint to balance <strong>the</strong> budget by 2017–18 <strong>on</strong>ly if all are implemented. This imposes<br />

a discipline <strong>of</strong> its own. We expect that many <strong>of</strong> our recommendati<strong>on</strong>s will be rejected. We<br />

accept that, but each rejected recommendati<strong>on</strong> must be replaced not by a vacuum, but by a<br />

better idea –– <strong>on</strong>e that delivers a similar fiscal benefit.<br />

Our recommendati<strong>on</strong>s are daunting in depth and scope. Indeed, <strong>the</strong>y may seem<br />

overwhelming, even to <strong>the</strong> point that <strong>the</strong> government may fear that <strong>the</strong>y exceed its political<br />

and bureaucratic capacity to carry <strong>the</strong>m out. But <strong>the</strong>re is benefit to moving quickly <strong>on</strong> many<br />

fr<strong>on</strong>ts at <strong>on</strong>ce. Targeting certain programs or sectors for reform and restraint can generate a<br />

sense <strong>of</strong> unfairness. A wide-ranging reform effort will reinforce <strong>the</strong> noti<strong>on</strong> that we are all in this<br />

toge<strong>the</strong>r, that all Ontarians can support <strong>the</strong> reforms because <strong>the</strong>y will benefit in <strong>the</strong> end from<br />

<strong>the</strong>se changes. And n<strong>on</strong>e <strong>of</strong> this will work if <strong>the</strong>re is no public support.<br />

Although we have not made a formal recommendati<strong>on</strong> <strong>on</strong> this point, I urge you to c<strong>on</strong>sider<br />

holding broader c<strong>on</strong>sultati<strong>on</strong>s <strong>on</strong> <strong>the</strong> ec<strong>on</strong>omic and fiscal challenges facing this province.<br />

Ontarians have not yet grasped <strong>the</strong> extent to which <strong>the</strong> slow decline <strong>of</strong> this province’s<br />

manufacturing base has undermined both its historic ec<strong>on</strong>omic advantage relative to <strong>the</strong> rest<br />

<strong>of</strong> Canada and <strong>the</strong> provincial government’s l<strong>on</strong>g-term ability to finance <strong>the</strong> public services <strong>the</strong>y<br />

treasure. You should go bey<strong>on</strong>d a legislative body to review our report and c<strong>on</strong>sult as well with<br />

<strong>the</strong> wider public through town hall ga<strong>the</strong>rings and meetings <strong>of</strong> stakeholders. An informed<br />

public is essential to <strong>the</strong> success <strong>of</strong> <strong>the</strong> reforms.<br />
