A Comprehensive Resource Plan to Live Within One Per Cent<br />

Per Year in Educati<strong>on</strong><br />

The funding policy changes c<strong>on</strong>templated by <strong>the</strong> <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> to live within a <strong>on</strong>e per cent<br />

annual growth rate in educati<strong>on</strong> program spending to 2017–18 are summarized below:<br />

Our recommendati<strong>on</strong> <strong>of</strong> a <strong>on</strong>e per cent annual increase in educati<strong>on</strong> funding means that <strong>the</strong><br />

educati<strong>on</strong> sector’s 2017–18 budget will be $1.6 billi<strong>on</strong> larger than it was in 2010–11. However,<br />

a combinati<strong>on</strong> <strong>of</strong> higher compensati<strong>on</strong> costs, <strong>the</strong> remainder <strong>of</strong> FDK expansi<strong>on</strong> as now planned<br />

and o<strong>the</strong>r real fiscal pressures point to an additi<strong>on</strong>al $4.4 billi<strong>on</strong> in spending in 2017–18, as<br />

shown in <strong>the</strong> table below. The result in 2017–18 is a shortfall <strong>of</strong> $2.8 billi<strong>on</strong>:<br />
