Recommendati<strong>on</strong> 6-8: Agreements with <strong>the</strong> federal government should facilitate <strong>the</strong><br />

formati<strong>on</strong> <strong>of</strong> educati<strong>on</strong> entities am<strong>on</strong>g participating First Nati<strong>on</strong>s with powers similar to<br />

provincially funded district school boards. To establish a system <strong>of</strong> support services for<br />

<strong>on</strong>-reserve schools, chief executive <strong>of</strong>ficers <strong>of</strong> <strong>the</strong> new educati<strong>on</strong> entities should join <strong>the</strong><br />

Council <strong>of</strong> Ontario Directors <strong>of</strong> Educati<strong>on</strong> as well as <strong>the</strong> regi<strong>on</strong>al educati<strong>on</strong> councils.<br />

Additi<strong>on</strong>ally, <strong>the</strong> new educati<strong>on</strong> entities should negotiate with <strong>the</strong> province multi-year targets<br />

for <strong>the</strong> proporti<strong>on</strong> <strong>of</strong> supervisory <strong>of</strong>ficers, principals and teachers who will be deemed qualified<br />

by <strong>the</strong> Ontario College <strong>of</strong> Teachers. Such qualificati<strong>on</strong>s can be earned from existing providers<br />

or from newly accredited Aboriginal service providers.<br />

Recommendati<strong>on</strong> 6-9: When negotiating funding agreements, <strong>the</strong> province should pressure<br />

<strong>the</strong> federal government to increase funding for capital for <strong>on</strong>-reserve schools and c<strong>on</strong>sider<br />

transferring this funding to <strong>the</strong> province, which is better equipped to provide expertise for<br />

K–12 capital renewal and c<strong>on</strong>structi<strong>on</strong>.<br />

Recommendati<strong>on</strong> 6-10: Failing to come to an agreement with <strong>the</strong> federal government,<br />

<strong>the</strong> <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> recommends that <strong>the</strong> province step up to provide funding to ensure that<br />

<strong>on</strong>-reserve schools are funded at parity with adjacent English-language public district<br />

school boards.<br />
