No data have been collected or published <strong>on</strong> <strong>the</strong> student experience in PCCs since 2006. 7<br />

That leaves prospective students very vulnerable to instituti<strong>on</strong>s that do not provide a<br />

reas<strong>on</strong>able student experience, including reas<strong>on</strong>able prospects <strong>of</strong> studies leading to a job.<br />

Recommendati<strong>on</strong> 7-15: As a part <strong>of</strong> <strong>the</strong> mandate agreements with post-sec<strong>on</strong>dary<br />

instituti<strong>on</strong>s, tie outcome quality indicators to funding.<br />

Since post-sec<strong>on</strong>dary instituti<strong>on</strong>s are multi-faceted, producing educated students, research<br />

and innovati<strong>on</strong>, and local ec<strong>on</strong>omic development, <strong>the</strong>re should be a more all-encompassing<br />

method <strong>of</strong> measuring outcomes and linking funding to <strong>the</strong> results. Bey<strong>on</strong>d <strong>the</strong> indicator<br />

improvements suggested above, efforts should be made to ensure that <strong>the</strong> funding<br />

agreements cannot be gamed through <strong>the</strong> provisi<strong>on</strong> <strong>of</strong> watered-down degrees.<br />

Revise Research Funding Structures<br />

Recommendati<strong>on</strong> 7-16: Evaluate <strong>the</strong> research funding system <strong>of</strong> post-sec<strong>on</strong>dary instituti<strong>on</strong>s<br />

and research hospitals as a whole, including how it is affecting university and hospital<br />

budgeting practices.<br />

The federal government, which to its credit prompted <strong>the</strong> surge in university-based research,<br />

does not cover all associated research costs. As a result, universities subsidize research from<br />

o<strong>the</strong>r sources. The review should also analyze commercializati<strong>on</strong> outcomes <strong>of</strong> research and<br />

development investments. “The ability <strong>of</strong> Canadian universities to commercialize remains very<br />

weak, as research suggests that U.S. universities perform about 14 times as much research<br />

as Canadian universities, but receive 49 times as much licensing income –– a key indicator <strong>of</strong><br />

<strong>the</strong> value <strong>of</strong> innovati<strong>on</strong>s.” 8 The <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> sees great value in investments through <strong>the</strong> Early<br />

Researcher Award and <strong>the</strong> Ontario Research Fund — Research Infrastructure program (<strong>the</strong><br />

provincial comp<strong>on</strong>ent <strong>of</strong> <strong>the</strong> federal Canada Foundati<strong>on</strong> for Innovati<strong>on</strong> investment).<br />

Recommendati<strong>on</strong> 7-17: Award provincial research funding more strategically and manage it<br />

more efficiently. C<strong>on</strong>solidating and <strong>of</strong>fering a single-window approach for access and reporting<br />

through an <strong>on</strong>line portal will greatly improve efficiency and reduce paperwork, both for<br />

government and for post-sec<strong>on</strong>dary instituti<strong>on</strong>s.<br />

Maintain Current Tuiti<strong>on</strong> Fee Increases but Simplify <strong>the</strong> Framework<br />

Recommendati<strong>on</strong> 7-18: Maintain <strong>the</strong> existing tuiti<strong>on</strong> framework, which allows annual tuiti<strong>on</strong><br />

increases <strong>of</strong> five per cent. However, simplify <strong>the</strong> design to maintain <strong>the</strong> overall ceiling but allow<br />

instituti<strong>on</strong>s greater flexibility to adjust tuiti<strong>on</strong> fees at <strong>the</strong> program level, within <strong>the</strong> ceiling.<br />
