Chapter 14: Justice Sector<br />

Recommendati<strong>on</strong> 14-1: Improve evidence-based data collecti<strong>on</strong> in <strong>the</strong> justice sector to<br />

achieve better outcomes in sector programs.<br />

Recommendati<strong>on</strong> 14-2: Increase use <strong>of</strong> <strong>the</strong> Justice On Target program to assist with <strong>the</strong><br />

reducti<strong>on</strong> <strong>of</strong> custody remand, and implement evidence-based approaches to increase<br />

efficiency in <strong>the</strong> field <strong>of</strong> family law and family courts.<br />

Recommendati<strong>on</strong> 14-3: Expand diversi<strong>on</strong> programs for low-risk, n<strong>on</strong>-violent <strong>of</strong>fenders with<br />

mental illness as an alternative to incarcerati<strong>on</strong>.<br />

Recommendati<strong>on</strong> 14-4: Review <strong>the</strong> core resp<strong>on</strong>sibilities <strong>of</strong> police to eliminate <strong>the</strong>ir use<br />

for n<strong>on</strong>-core duties. This review would include an examinati<strong>on</strong> <strong>of</strong> alternative models <strong>of</strong> police<br />

service delivery. Criteria for <strong>the</strong> review would include determining <strong>the</strong> relative costs <strong>of</strong> <strong>the</strong><br />

various security providers and an evaluati<strong>on</strong> <strong>of</strong> <strong>the</strong>ir respective comparative advantages.<br />

Recommendati<strong>on</strong> 14-5: Use alternative service delivery for <strong>the</strong> delivery <strong>of</strong> n<strong>on</strong>-core services<br />

within correcti<strong>on</strong>al facilities, where it is feasible.<br />

Recommendati<strong>on</strong> 14-6: C<strong>on</strong>tinue <strong>the</strong> process <strong>of</strong> clustering adjudicative tribunals across<br />

<strong>the</strong> Ontario <strong>Public</strong> Service.<br />

Recommendati<strong>on</strong> 14-7: Examine integrati<strong>on</strong> opportunities and c<strong>on</strong>solidate where possible<br />

public safety training in policing, fire services and correcti<strong>on</strong>al services, which are currently<br />

delivered individually through <strong>the</strong>ir respective colleges.<br />

Recommendati<strong>on</strong> 14-8: Have <strong>the</strong> justice sector c<strong>on</strong>tinue to work with Infrastructure Ontario<br />

to use alternative financing and procurement to assist in replenishing its capital infrastructure.<br />

Recommendati<strong>on</strong> 14-9: Improve co-ordinati<strong>on</strong> between federal and provincial governments<br />

in areas such as justice policy and legislati<strong>on</strong>, law enforcement and correcti<strong>on</strong>al services.<br />

Recommendati<strong>on</strong> 14-10: Negotiate <strong>the</strong> transfer <strong>of</strong> resp<strong>on</strong>sibility for incarcerati<strong>on</strong> for<br />

sentences l<strong>on</strong>ger than six m<strong>on</strong>ths to <strong>the</strong> federal government.<br />
