Challenges Ahead<br />

Post-sec<strong>on</strong>dary educati<strong>on</strong> in Ontario will face significant pressures to meet five critical<br />

demands: educate a rising share <strong>of</strong> <strong>the</strong> populati<strong>on</strong>; help equalize ec<strong>on</strong>omic and social<br />

outcomes across <strong>the</strong> populati<strong>on</strong>; provide an important comp<strong>on</strong>ent <strong>of</strong> lifel<strong>on</strong>g learning; be<br />

an engine <strong>of</strong> innovati<strong>on</strong>; and deliver quality educati<strong>on</strong> in an efficient manner.<br />

With enrolment projected to increase by an average <strong>of</strong> 1.7 per cent through to 2017–18, about<br />

<strong>on</strong>e <strong>of</strong> every six adult Ontarians will be enrolled in <strong>the</strong> province’s public post-sec<strong>on</strong>dary<br />

instituti<strong>on</strong>s. The existing system has dem<strong>on</strong>strated <strong>the</strong> flexibility, capacity and willingness to<br />

accept more students. But its funding levels –– from provincial grants and tuiti<strong>on</strong> combined ––<br />

are <strong>the</strong> lowest in Canada, and an inevitable result <strong>of</strong> rapid expansi<strong>on</strong> has been some loss in<br />

quality: more sessi<strong>on</strong>al instructors, larger classes, fewer projects, less c<strong>on</strong>tact with pr<strong>of</strong>essors<br />

and so <strong>on</strong>.<br />

Aside from enrolment growth, <strong>the</strong> PSE sector faces o<strong>the</strong>r challenges. Ontario provides its<br />

universities and colleges with <strong>the</strong> lowest per-student provincial operating grants in <strong>the</strong> country;<br />

<strong>the</strong>y are lower today <strong>on</strong> a per-student basis than <strong>the</strong>y were in 2006–07 for colleges and in<br />

2007–08 for universities. This reducti<strong>on</strong> has occurred while <strong>the</strong> instituti<strong>on</strong>s’ costs have been<br />

rising by three per cent to five per cent. Just to keep <strong>the</strong> system operating as it does now,<br />

post-sec<strong>on</strong>dary instituti<strong>on</strong>s will need both more funding and more efficiency.<br />

To <strong>of</strong>fset <strong>the</strong>se costs, universities have relied <strong>on</strong> revenue from tuiti<strong>on</strong> fees, which are largely<br />

regulated, and interest from endowment funds and private term-limited d<strong>on</strong>ati<strong>on</strong>s, which are<br />

now depressed by low interest rates. “University administrators have coped with cost inflati<strong>on</strong><br />

through two strategies: expanding class size, and/or increasing <strong>the</strong> proporti<strong>on</strong> <strong>of</strong> teaching<br />

d<strong>on</strong>e by part-time instructors [some <strong>of</strong>] who do not do research.” 1 In additi<strong>on</strong>, <strong>the</strong> full costs <strong>of</strong><br />

research have been covered by funnelling operating funding towards innovati<strong>on</strong>.<br />

In this knowledge-based era, educati<strong>on</strong> and innovati<strong>on</strong> will be <strong>the</strong> key for Ontarians to be<br />

prosperous. But for Ontario to succeed in <strong>the</strong> competitive global ec<strong>on</strong>omy where many o<strong>the</strong>r<br />

jurisdicti<strong>on</strong>s are improving <strong>the</strong>ir educati<strong>on</strong>al systems, Ontario graduates will need much more<br />

than a simple handle <strong>on</strong> facts and figures. The value added by a PSE must increasingly be <strong>the</strong><br />

ability to think critically, to express those thoughts clearly, and to adapt and apply knowledge<br />

to new areas and tasks. Experience in using ever-changing technology is also integral to<br />

students’ preparati<strong>on</strong> for <strong>the</strong> workplace.<br />

Such challenges, combined with government spending c<strong>on</strong>straints, will require our<br />

post-sec<strong>on</strong>dary instituti<strong>on</strong>s to adopt a holistic approach to dealing with <strong>the</strong>se daunting issues.<br />
