Chapter 13: Envir<strong>on</strong>ment and Natural Resources<br />

Need for Transformati<strong>on</strong><br />

Most resp<strong>on</strong>sibility for protecting <strong>the</strong> province’s envir<strong>on</strong>mental and natural heritage falls<br />

to two ministries: <strong>the</strong> Ministry <strong>of</strong> <strong>the</strong> Envir<strong>on</strong>ment (MOE) and Ministry <strong>of</strong> Natural<br />

Resources (MNR).<br />

As recently noted by <strong>the</strong> Envir<strong>on</strong>mental <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g>er <strong>of</strong> Ontario, <strong>the</strong> core business <strong>of</strong><br />

<strong>the</strong>se two ministries has become much more complex since <strong>the</strong>ir incepti<strong>on</strong>. And though <strong>the</strong>y<br />

must deal with expanding resp<strong>on</strong>sibilities that address entirely new envir<strong>on</strong>mental issues,<br />

<strong>the</strong>ir overall capacity — financial resources, staffing levels and in-house expertise — has not<br />

kept pace. 1<br />

A new paradigm for envir<strong>on</strong>mental and natural resource programs and services is desperately<br />

needed, shaped by factors <strong>of</strong> both supply and demand. On <strong>the</strong> supply side, <strong>the</strong> fiscal restraint<br />

we recommend in this report will fur<strong>the</strong>r limit <strong>the</strong> funding available to meet <strong>the</strong>se ministries’<br />

legislated and policy-driven obligati<strong>on</strong>s.<br />

At <strong>the</strong> same time, demand for c<strong>on</strong>tinued oversight <strong>of</strong> envir<strong>on</strong>mental approvals, compliance<br />

and natural resource stewardship is set to rise. For example, development <strong>of</strong> <strong>the</strong> Ring <strong>of</strong> Fire<br />

(an area <strong>of</strong> nor<strong>the</strong>rn Ontario with potentially large deposits <strong>of</strong> valuable minerals such as<br />

chromite, nickel, copper and platinum) will put added stress <strong>on</strong> <strong>the</strong> approval and compliance<br />

resources <strong>of</strong> several provincial ministries. It will also demand greater collaborati<strong>on</strong> am<strong>on</strong>g<br />

provincial ministries and o<strong>the</strong>r levels <strong>of</strong> government. In additi<strong>on</strong>, increased demand for<br />

renewable energy will place fur<strong>the</strong>r pressure <strong>on</strong> <strong>the</strong> province’s approvals and compliance<br />

processes, such as <strong>the</strong> Renewable Energy Approvals (REAs) that directly support <strong>the</strong><br />

province’s Green Energy and Green Ec<strong>on</strong>omy Act.<br />

Transformati<strong>on</strong>al changes are essential to improve how government operates in this area.<br />

We recommend several measures that would improve effectiveness and efficiency.<br />
