Chapter 6: Elementary and Sec<strong>on</strong>dary Educati<strong>on</strong><br />

The government is aware <strong>of</strong> <strong>the</strong> benefits <strong>of</strong> children’s service integrati<strong>on</strong>. Strategies to improve<br />

children’s services such as mental health and school health support services have made<br />

compelling cases for <strong>the</strong> need to reduce duplicati<strong>on</strong> and make services simpler to access. 35<br />

The Pascal report also warned against “bureaucratic duplicati<strong>on</strong>” and supported making<br />

schools “true community hubs” for service delivery. 36<br />

The Ministry <strong>of</strong> Educati<strong>on</strong> should be a leader in promoting service efficiency and reducing<br />

duplicati<strong>on</strong>. Existing school board facilities and informati<strong>on</strong> technology may <strong>of</strong>fer effective<br />

platforms for co-operati<strong>on</strong> with o<strong>the</strong>r ministries and agencies in fostering innovative service<br />

delivery. All ministries with a role in supporting children should c<strong>on</strong>tinuously examine how<br />

government can improve service while lowering costs through co-ordinati<strong>on</strong> and co-operati<strong>on</strong>.<br />

School boards should c<strong>on</strong>tinue to seek opportunities to collaborate with each o<strong>the</strong>r and with<br />

o<strong>the</strong>r parts <strong>of</strong> <strong>the</strong> BPS to foster procurement efficiencies. As significant purchasers <strong>of</strong> similar<br />

supplies, equipment and services, school boards can work toge<strong>the</strong>r to make smart purchasing<br />

decisi<strong>on</strong>s through <strong>the</strong>ir expanded buying power. Important steps have already been taken in<br />

this respect through <strong>the</strong> establishment <strong>of</strong> <strong>the</strong> Ontario Educati<strong>on</strong> Collaborative Marketplace<br />

(OECM), a not-for-pr<strong>of</strong>it procurement organizati<strong>on</strong>. In c<strong>on</strong>sultati<strong>on</strong> with <strong>the</strong> educati<strong>on</strong> and<br />

postsec<strong>on</strong>dary sectors, OECM competitively procures comm<strong>on</strong> c<strong>on</strong>tracts <strong>on</strong> behalf <strong>of</strong> school<br />

boards, colleges and universities. Additi<strong>on</strong>ally, regi<strong>on</strong>al buying groups and transportati<strong>on</strong><br />

c<strong>on</strong>sortia have encouraged prudent joint procurements.<br />

School boards and o<strong>the</strong>r BPS bodies, such as post-sec<strong>on</strong>dary instituti<strong>on</strong>s, should c<strong>on</strong>tinue to<br />

find ways to create savings and efficiencies through collaborative procurement. Future<br />

measures could include a co-ordinated procurement policy framework, strategic sourcing,<br />

c<strong>on</strong>tract management and product/process standardizati<strong>on</strong>. Boards should be required to take<br />

advantage <strong>of</strong> existing organizati<strong>on</strong>s such as <strong>the</strong> OECM and regi<strong>on</strong>al buying groups.<br />

Boards can also work toge<strong>the</strong>r to c<strong>on</strong>solidate back-<strong>of</strong>fice functi<strong>on</strong>s. Given <strong>the</strong> similarities in<br />

business demands and functi<strong>on</strong>s and technological advances, models <strong>of</strong> shared services<br />

could help boards operate more efficiently and reduce administrative costs. Informati<strong>on</strong><br />

technology, financial services and human resource co-ordinati<strong>on</strong> could all be delivered at<br />

lower costs if effectively c<strong>on</strong>solidated by boards. The <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> notes that French-language<br />

boards share many administrative and educati<strong>on</strong>al services.<br />
