Chapter 10: Immigrati<strong>on</strong><br />

A new COIA will ideally include devoluti<strong>on</strong> <strong>of</strong> settlement and integrati<strong>on</strong> services. This will<br />

allow <strong>the</strong> province to reduce duplicati<strong>on</strong> and help immigrants get services <strong>the</strong>y need when<br />

<strong>the</strong>y need <strong>the</strong>m, and allow service providers to spend more time helping immigrants and less<br />

<strong>on</strong> administrati<strong>on</strong>.<br />

With devolved settlement funding, <strong>the</strong> province will be better positi<strong>on</strong>ed to address <strong>the</strong> needs<br />

<strong>of</strong> recent immigrants. In <strong>the</strong> coming year, Ontario should c<strong>on</strong>tinue to build a business case for<br />

devoluti<strong>on</strong> <strong>of</strong> settlement and integrati<strong>on</strong> services by working with key stakeholders, as it<br />

c<strong>on</strong>siders its approach for <strong>the</strong> next negotiati<strong>on</strong>s with <strong>the</strong> federal government.<br />

Recommendati<strong>on</strong> 10-7: Advocate for devolving federal immigrant settlement and training<br />

programs to <strong>the</strong> province with an appropriate funding mechanism, similar to those established<br />

in British Columbia and Manitoba.<br />
