The <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> acknowledges that current provisi<strong>on</strong>s in some collective agreements may<br />

prevent some school boards from implementing some <strong>of</strong> <strong>the</strong>se measures. The willingness <strong>of</strong><br />

teacher federati<strong>on</strong>s and support-staff uni<strong>on</strong>s to agree to remove such obstacles should be a<br />

c<strong>on</strong>siderati<strong>on</strong> when <strong>the</strong> province decides, ei<strong>the</strong>r through new provincial labour frameworks or<br />

through its educati<strong>on</strong> funding policy, to fund wage increases by 2017–18.<br />

School boards, teacher federati<strong>on</strong>s and support-staff uni<strong>on</strong>s may be able to lessen <strong>the</strong> impact<br />

<strong>of</strong> <strong>the</strong> $1.06 billi<strong>on</strong> in savings from larger class sizes and fewer n<strong>on</strong>-teaching staff by agreeing<br />

to compensati<strong>on</strong> increases that are below <strong>the</strong> current settlement trends in <strong>the</strong> BPS. The<br />

growth in wages across <strong>the</strong> BPS has slowed since <strong>the</strong> government introduced its restraint<br />

policy in March 2010. 25 While <strong>the</strong> parties may be able to secure lower compensati<strong>on</strong> increases<br />

in <strong>the</strong> early years, <strong>the</strong> <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> doubts that it is realistic to assume that such a pattern can<br />

persist through to 2017–18.<br />

As indicated in Table 6.2, <strong>the</strong> <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> has identified o<strong>the</strong>r potential restraint measures in<br />

n<strong>on</strong>-salary expenditures related to textbooks, learning materials, classroom supplies and<br />

computers. Permanent funding reducti<strong>on</strong>s in capital renewal and student transportati<strong>on</strong> can be<br />

c<strong>on</strong>sidered, although <strong>the</strong>y would remain <strong>the</strong> lowest-priority measures recommended by <strong>the</strong><br />

<str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g>.<br />

The <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> assumes that school boards would achieve fur<strong>the</strong>r efficiencies or seek<br />

increases to o<strong>the</strong>r revenues to <strong>of</strong>fset cost pressures from such items as benefits, utilities, fuel<br />

and so <strong>on</strong>. The following recommendati<strong>on</strong>s, while not explicitly costed, have been developed<br />

in this spirit.<br />

We note in Chapter 18, Revenue Integrity, <strong>the</strong> province could increase revenues for educati<strong>on</strong><br />

by just over $1 billi<strong>on</strong> by 2017–18 through raising <strong>the</strong> lower business educati<strong>on</strong> tax (BET)<br />

rates. Additi<strong>on</strong>ally, we discuss a review <strong>of</strong> educati<strong>on</strong> tax rate setting policies for residential and<br />

business tax rates to maintain a stable level <strong>of</strong> educati<strong>on</strong> tax revenues in real terms. Please<br />

see Chapter 18, Revenue Integrity, for fur<strong>the</strong>r discussi<strong>on</strong> <strong>of</strong> educati<strong>on</strong> taxes.<br />
