Chapter 15: Labour Relati<strong>on</strong>s and Compensati<strong>on</strong><br />

The benefit <strong>of</strong> this voluntary approach <strong>of</strong> centralizati<strong>on</strong> for municipal bargaining is that<br />

municipalities might not be completely “centralized,” but ra<strong>the</strong>r become “more centralized”<br />

in bargaining. The larger municipalities, or some groups <strong>of</strong> <strong>the</strong>m, will tend to bargain toge<strong>the</strong>r,<br />

and, likewise, <strong>the</strong> smaller municipalities will bargain toge<strong>the</strong>r but separate from <strong>the</strong> larger<br />

<strong>on</strong>es.<br />

A Transparent System<br />

There are many misc<strong>on</strong>cepti<strong>on</strong>s around public-sector labour relati<strong>on</strong>s and compensati<strong>on</strong>.<br />

Often, misc<strong>on</strong>cepti<strong>on</strong>s are heightened by rhetoric about “unreas<strong>on</strong>able” uni<strong>on</strong> demands or<br />

employer-proposed “cuts.” Many citizens have emoti<strong>on</strong>al resp<strong>on</strong>ses to public-sector labour<br />

relati<strong>on</strong>s issues. Some may feel intrinsic solidarity with o<strong>the</strong>r workers fighting for <strong>the</strong>ir rights or<br />

<strong>the</strong>ir livelihood; o<strong>the</strong>rs — particularly those who do not enjoy <strong>the</strong> same level <strong>of</strong> benefits or job<br />

security — may instinctively side with employers. In general, public-sector labour relati<strong>on</strong>s are<br />

a highly politicized policy area.<br />

A government striving to ensure value for public m<strong>on</strong>ey and sustainable delivery <strong>of</strong> public<br />

services needs to rise above knee-jerk politics. That means sticking to <strong>the</strong> facts:<br />

� Total compensati<strong>on</strong> involves more than just wages. Thus, any c<strong>on</strong>versati<strong>on</strong> about total<br />

compensati<strong>on</strong> must c<strong>on</strong>sider all elements <strong>of</strong> a pay package — including benefits,<br />

pensi<strong>on</strong>s, job security and working c<strong>on</strong>diti<strong>on</strong>s/rules;<br />

� There is no such thing as a “typical” public-sector job (nor a “typical” private-sector job,<br />

for that matter). Thus, it does not make sense to c<strong>on</strong>sider all BPS workers <strong>the</strong> same, nor to<br />

treat <strong>the</strong>m <strong>the</strong> same when it comes to compensati<strong>on</strong>;<br />

� There are challenges in measuring productivity across different job categories (in both <strong>the</strong><br />

public and private sectors) and with comparing job categories, but <strong>the</strong>se challenges can<br />

be overcome; and<br />

� Labour markets are important, but <strong>the</strong> existence <strong>of</strong> public-sector m<strong>on</strong>opoly employers<br />

complicates <strong>the</strong> influence <strong>of</strong> those markets. In general, retenti<strong>on</strong> premiums should not be<br />

provided to employees in jobs with an excess supply <strong>of</strong> labour.<br />

These facts can and must be supported by data. To foster balanced, effective and transparent<br />

labour relati<strong>on</strong>s, good, independent informati<strong>on</strong> is key.<br />

Recommendati<strong>on</strong> 15-11: Establish a Labour Relati<strong>on</strong>s Informati<strong>on</strong> Bureau to collect and<br />

disseminate <strong>the</strong> range <strong>of</strong> data and informati<strong>on</strong> relevant to employers and uni<strong>on</strong>s in <strong>the</strong> broader<br />

public sector in <strong>the</strong>ir negotiati<strong>on</strong>s, and identify data and o<strong>the</strong>r informati<strong>on</strong>/knowledge gaps.<br />

Of particular importance is developing data and measures <strong>of</strong> productivity.<br />
