C<strong>on</strong>clusi<strong>on</strong><br />

We believe our recommendati<strong>on</strong>s address <strong>the</strong> five significant pressures facing<br />

PSE in Ontario. These include educating a growing share <strong>of</strong> <strong>the</strong> populati<strong>on</strong>; helping to<br />

equalize ec<strong>on</strong>omic and social outcomes across <strong>the</strong> populati<strong>on</strong>; providing an important<br />

comp<strong>on</strong>ent <strong>of</strong> lifel<strong>on</strong>g learning; being an engine <strong>of</strong> innovati<strong>on</strong>; and delivering quality educati<strong>on</strong>,<br />

especially with a c<strong>on</strong>strained provincial fiscal situati<strong>on</strong>.<br />

The status quo is unsustainable and <strong>the</strong> proposed reforms matter, as <strong>the</strong>y clarify <strong>the</strong> roles <strong>of</strong><br />

our post-sec<strong>on</strong>dary instituti<strong>on</strong>s and government. Taken toge<strong>the</strong>r, <strong>the</strong> reforms present a holistic<br />

approach for a sector that we recommend will receive funding growth <strong>of</strong> <strong>on</strong>ly 1.5 per cent<br />

per year to 2017–18.<br />

If <strong>the</strong> cost c<strong>on</strong>tainment measures recommended here are not enough to allow <strong>the</strong> ministry to<br />

live within <strong>the</strong> 1.5 per cent growth annually, <strong>the</strong>n it will be necessary to eliminate <strong>the</strong> 30% Off<br />

Ontario Tuiti<strong>on</strong> grant. The government’s highest priority should be to fully fund <strong>the</strong> operating<br />

grants for colleges and universities c<strong>on</strong>tained in <strong>the</strong> individual instituti<strong>on</strong>s’ new multi-year<br />

mandate agreements, followed by existing capital commitments. This will ensure Ontario’s<br />

PSE instituti<strong>on</strong>s c<strong>on</strong>tinue to focus <strong>on</strong> delivering quality educati<strong>on</strong>, which will in turn benefit<br />

students academically and provide <strong>the</strong> brand recogniti<strong>on</strong> that will serve <strong>the</strong>m in <strong>the</strong>ir future<br />

careers.<br />

The challenge is for post-sec<strong>on</strong>dary instituti<strong>on</strong>s to do more with what <strong>the</strong>y have and make <strong>the</strong><br />

educati<strong>on</strong> even more relevant for <strong>the</strong> undergraduate experience. Differentiati<strong>on</strong> is <strong>the</strong> next<br />

logical step for our post-sec<strong>on</strong>dary system. Within that clarificati<strong>on</strong> lies <strong>the</strong> potential for more<br />

than simply increased efficiencies, but also support for educati<strong>on</strong> quality.<br />

For <strong>the</strong> individual, PSE represents an opportunity to equalize ec<strong>on</strong>omic and social outcomes<br />

and provide real private returns with social spillover effects. This requires some c<strong>on</strong>tributi<strong>on</strong><br />

from individuals, not <strong>on</strong>ly financially but also academically. For <strong>the</strong> public, our ec<strong>on</strong>omic<br />

competitiveness hinges <strong>on</strong> our post-sec<strong>on</strong>dary sector and, as such, our recommendati<strong>on</strong>s<br />

guide <strong>the</strong> sector to achieve a more cost-efficient, affordable and higher-quality system,<br />

with modest funding growth.<br />
