<strong>Reform</strong> <strong>of</strong> Provincial Schools<br />

Chapter 6: Elementary and Sec<strong>on</strong>dary Educati<strong>on</strong><br />

The Ministry <strong>of</strong> Educati<strong>on</strong> directly manages a number <strong>of</strong> schools for <strong>the</strong> deaf, Dem<strong>on</strong>strati<strong>on</strong><br />

Schools for students with learning disabilities and a School for <strong>the</strong> Blind and Deafblind; <strong>the</strong>se<br />

are located in Belleville, Brantford, L<strong>on</strong>d<strong>on</strong>, Milt<strong>on</strong> and Ottawa. About 800 students are served<br />

in <strong>the</strong>se eight schools. Most <strong>of</strong> <strong>the</strong> students live in residence <strong>on</strong> <strong>the</strong> schools’ property. School<br />

staff members are provincial employees. The provincial schools budget for 2011–12 is<br />

$72 milli<strong>on</strong>. 29<br />

The <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> believes that <strong>the</strong> Ontario <strong>Public</strong> Service is not <strong>the</strong> optimal governance<br />

arrangement for <strong>the</strong>se schools. Alternative programming in school boards should be<br />

c<strong>on</strong>sidered instead <strong>of</strong> Dem<strong>on</strong>strati<strong>on</strong> Schools for students with learning disabilities; this would<br />

allow students to live with <strong>the</strong>ir families. Schools for <strong>the</strong> deaf need a critical mass to <strong>of</strong>fer a<br />

wide range <strong>of</strong> programs and services, especially at <strong>the</strong> sec<strong>on</strong>dary panel, yet enrolment has<br />

declined significantly; <strong>the</strong>se schools should be c<strong>on</strong>solidated.<br />

Recommendati<strong>on</strong> 6-19: The government should close <strong>the</strong> Dem<strong>on</strong>strati<strong>on</strong> Schools and<br />

reinvest savings to expand alternative sec<strong>on</strong>dary school programs in school boards.<br />

The three Schools for <strong>the</strong> Deaf in Belleville, L<strong>on</strong>d<strong>on</strong> and Milt<strong>on</strong> should be c<strong>on</strong>solidated into<br />

<strong>on</strong>e site to achieve a greater critical mass <strong>of</strong> students from primary grades through sec<strong>on</strong>dary<br />

school. Savings should be reinvested in <strong>the</strong> c<strong>on</strong>solidated school for <strong>the</strong> deaf and in enhanced<br />

opportunities for deaf learners in school boards, colleges and universities. The Ministry <strong>of</strong><br />

Educati<strong>on</strong> should transfer <strong>the</strong> oversight and management <strong>of</strong> <strong>the</strong> Brantford site and <strong>of</strong> <strong>the</strong><br />

newly c<strong>on</strong>solidated school for <strong>the</strong> deaf to <strong>on</strong>e or two English-language school boards, and<br />

transfer <strong>the</strong> oversight and management <strong>of</strong> <strong>the</strong> Centre Jules-Léger (School for <strong>the</strong> Deaf) to a<br />

French-language school board.<br />
