Recommendati<strong>on</strong> 7-10: Have post-sec<strong>on</strong>dary instituti<strong>on</strong>s redesign incentive systems to<br />

reward excellent teachers, as is currently d<strong>on</strong>e for researchers.<br />

Recommendati<strong>on</strong> 7-11: Link fur<strong>the</strong>r provincial funding allocati<strong>on</strong>s to quality objectives, which<br />

will encourage post-sec<strong>on</strong>dary instituti<strong>on</strong>s to be more resp<strong>on</strong>sive. In additi<strong>on</strong>, <strong>the</strong> province<br />

should alter <strong>the</strong> funding model to also reward degrees awarded, ra<strong>the</strong>r than just<br />

enrolment levels.<br />

Recommendati<strong>on</strong> 7-12: Government and post-sec<strong>on</strong>dary instituti<strong>on</strong>s must measure learning<br />

outcomes; that is, <strong>the</strong> value added through educati<strong>on</strong>, not just whe<strong>the</strong>r a pers<strong>on</strong> graduates.<br />

Recommendati<strong>on</strong> 7-13: Enhance performance measures in multi-year accountability<br />

agreements with post-sec<strong>on</strong>dary instituti<strong>on</strong>s through <strong>the</strong> use <strong>of</strong> teacher performance scores<br />

and student satisfacti<strong>on</strong> ratings where <strong>the</strong> primary reas<strong>on</strong>s for dissatisfacti<strong>on</strong> are adequately<br />

captured.<br />

Recommendati<strong>on</strong> 7-14: Work with private career colleges to collect and publish <strong>the</strong> same<br />

performance indicators as public colleges and universities. Private career colleges should bear<br />

<strong>the</strong> cost <strong>of</strong> such reporting.<br />

Recommendati<strong>on</strong> 7-15: As a part <strong>of</strong> <strong>the</strong> mandate agreements with post-sec<strong>on</strong>dary<br />

instituti<strong>on</strong>s, tie outcome quality indicators to funding.<br />

Recommendati<strong>on</strong> 7-16: Evaluate <strong>the</strong> research funding system <strong>of</strong> post-sec<strong>on</strong>dary instituti<strong>on</strong>s<br />

and research hospitals as a whole, including how it is affecting university and hospital<br />

budgeting practices.<br />

Recommendati<strong>on</strong> 7-17: Award provincial research funding more strategically and manage it<br />

more efficiently. C<strong>on</strong>solidating and <strong>of</strong>fering a single-window approach for access and reporting<br />

through an <strong>on</strong>line portal will greatly improve efficiency and reduce paperwork, both for<br />

government and for post-sec<strong>on</strong>dary instituti<strong>on</strong>s.<br />

Recommendati<strong>on</strong> 7-18: Maintain <strong>the</strong> existing tuiti<strong>on</strong> framework, which allows annual tuiti<strong>on</strong><br />

increases <strong>of</strong> five per cent. However, simplify <strong>the</strong> design to maintain <strong>the</strong> overall ceiling but allow<br />

instituti<strong>on</strong>s greater flexibility to adjust tuiti<strong>on</strong> fees at <strong>the</strong> program level, within <strong>the</strong> ceiling.<br />

Recommendati<strong>on</strong> 7-19: Maintain <strong>the</strong> Ontario Student Access Guarantee, which represents<br />

10 per cent <strong>of</strong> additi<strong>on</strong>al tuiti<strong>on</strong> revenue that instituti<strong>on</strong>s are required to set aside to fund<br />

bursaries and o<strong>the</strong>r student assistance programs.<br />
