N<strong>on</strong>-Teaching Staff<br />

Aside from classroom teachers and ECEs, <strong>the</strong> <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> notes that since 2002–03, staffing<br />

has increased by more than 13,800 in n<strong>on</strong>-teaching positi<strong>on</strong>s. School boards have hired 5,500<br />

more educati<strong>on</strong>al assistants, 4,000 more pr<strong>of</strong>essi<strong>on</strong>als and parapr<strong>of</strong>essi<strong>on</strong>als, 1,500 more<br />

school maintenance staff, 800 more co-ordinators and c<strong>on</strong>sultants/teacher support services,<br />

700 more school <strong>of</strong>fice staff, 550 more library and guidance teaching and n<strong>on</strong>-teaching staff,<br />

400 more principals and vice-principals, and 350 more supervisory <strong>of</strong>ficers and board<br />

administrati<strong>on</strong> staff. 16 The <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> projects that about 70 per cent <strong>of</strong> <strong>the</strong>se 13,800 new,<br />

n<strong>on</strong>-teaching positi<strong>on</strong>s must be phased out by 2017–18 through attriti<strong>on</strong> and reducti<strong>on</strong>s,<br />

representing annual savings <strong>of</strong> about $600 milli<strong>on</strong>. 17 This represents roughly 9,700 fewer<br />

positi<strong>on</strong>s (a decline <strong>of</strong> 11.8 per cent) out <strong>of</strong> a total <strong>of</strong> 82,000 positi<strong>on</strong>s in place in 2010–11 for<br />

<strong>the</strong>se job categories; by 2017–18, overall staffing for <strong>the</strong>se job categories would fall back to<br />

about <strong>the</strong>ir same level as in 2005 through average annual attriti<strong>on</strong> <strong>of</strong> about two per cent over<br />

<strong>the</strong> next six years am<strong>on</strong>g n<strong>on</strong>-teaching staff. Boards will also have to examine how <strong>the</strong><br />

number <strong>of</strong> n<strong>on</strong>-teaching staff can be reduced in a manner that minimizes impacts <strong>on</strong><br />

school operati<strong>on</strong>s.<br />

The <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> hopes that an envir<strong>on</strong>ment <strong>of</strong> co-operati<strong>on</strong>, transparency and informed<br />

multi-year human resources planning will make this difficult process as manageable and<br />

c<strong>on</strong>structive as possible.<br />

The <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> recognizes <strong>the</strong> benefits <strong>of</strong> strategic ministry and school board interventi<strong>on</strong>s<br />

to improve educati<strong>on</strong> outcomes. The ministry has worked with school boards to provide<br />

additi<strong>on</strong>al resources to schools with potential for improved literacy and numeracy results, and<br />

to encourage <strong>the</strong> adopti<strong>on</strong> <strong>of</strong> best practices. This approach aligns with research that indicates<br />

a greater benefit from smaller class sizes in lower-income schools. 18 In light <strong>of</strong> this, <strong>the</strong><br />

ministry may set aside some <strong>of</strong> <strong>the</strong> savings from this for strategic interventi<strong>on</strong>s for<br />

vulnerable groups.<br />
