Chapter 6: Elementary and Sec<strong>on</strong>dary Educati<strong>on</strong><br />

Recommendati<strong>on</strong> 6-1: To meet our overall fiscal objectives, <strong>the</strong> <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> believes that<br />

<strong>the</strong> growth rate in <strong>the</strong> educati<strong>on</strong> budget over <strong>the</strong> term from 2010–11 to 2017–18 must be<br />

c<strong>on</strong>strained to <strong>on</strong>e per cent per year.<br />

Recommendati<strong>on</strong> 6-2: The budget c<strong>on</strong>straint must be applied strategically so as not to<br />

jeopardize <strong>the</strong> improvements in results achieved, such as <strong>on</strong> provincial assessments and with<br />

graduati<strong>on</strong> rates.<br />

Recommendati<strong>on</strong> 6-3: The elementary and sec<strong>on</strong>dary educati<strong>on</strong> sector should stay <strong>the</strong><br />

course with its current agenda, which c<strong>on</strong>sists <strong>of</strong> three key goals: improving student<br />

achievement, closing gaps in student outcomes and increasing c<strong>on</strong>fidence in <strong>the</strong> publicly<br />

funded school system. The province and <strong>the</strong> sector must sustain <strong>the</strong> current alignment<br />

between provincial, school board and school-level efforts, and sustain <strong>the</strong> “pressure and<br />

support” approach adopted in recent years.<br />

Recommendati<strong>on</strong> 6-4: <strong>Reform</strong>s in <strong>the</strong> elementary and sec<strong>on</strong>dary sector should be introduced<br />

so that all stakeholders have <strong>the</strong>ir role to play in ensuring <strong>the</strong> system’s l<strong>on</strong>g-term sustainability<br />

and so that unnecessary sources <strong>of</strong> distracti<strong>on</strong> are avoided.<br />

Recommendati<strong>on</strong> 6-5: To ensure transparency and effectiveness, <strong>the</strong> province should<br />

c<strong>on</strong>firm multi-year allocati<strong>on</strong>s to school boards for <strong>the</strong> 2012–13 to 2017–18 period so that <strong>the</strong>y<br />

can plan accordingly, have enough time to find <strong>the</strong> required efficiencies and enter negotiati<strong>on</strong>s<br />

for renewal <strong>of</strong> <strong>the</strong> sector’s collective agreements that will expire <strong>on</strong> Aug. 31, 2012, with clear<br />

knowledge <strong>of</strong> <strong>the</strong>ir budgetary positi<strong>on</strong>.<br />

Recommendati<strong>on</strong> 6-6: The Ontario government should put str<strong>on</strong>g pressure <strong>on</strong> <strong>the</strong> federal<br />

government to provide funding for First Nati<strong>on</strong>s <strong>on</strong>-reserve educati<strong>on</strong> that at least reaches<br />

parity with per-student provincial funding for elementary and sec<strong>on</strong>dary educati<strong>on</strong>.<br />

Recommendati<strong>on</strong> 6-7: The province should negotiate with <strong>the</strong> federal government and First<br />

Nati<strong>on</strong>s to ensure <strong>the</strong> establishment <strong>of</strong> new multi-year, strategic top-up funding agreements for<br />

<strong>on</strong>-reserve schools. These agreements, voluntary for interested First Nati<strong>on</strong>s, would ensure<br />

that per-student funding for <strong>on</strong>-reserve schools is at least equivalent to that provided to<br />

adjacent English-language public district school boards.<br />
