Ontario’s Apprenticeship System<br />

Ontario’s apprenticeship system provides programs for more than 150 trades and occupati<strong>on</strong>s<br />

in four sectors: industrial/manufacturing, motive power, service and c<strong>on</strong>structi<strong>on</strong>.<br />

In 2010, Ontario established <strong>the</strong> College <strong>of</strong> Trades, a self-funding regulatory college that will<br />

help modernize <strong>the</strong> province’s apprenticeship and skilled trades system. Once operati<strong>on</strong>al,<br />

<strong>the</strong> College <strong>of</strong> Trades will be resp<strong>on</strong>sible for establishing <strong>the</strong> scope <strong>of</strong> practice and for setting<br />

out policies and procedures for <strong>the</strong> trades. The College <strong>of</strong> Trades will also tackle a variety <strong>of</strong><br />

issues facing <strong>the</strong> apprenticeship system, including apprenticeship ratios and compulsory<br />

certificati<strong>on</strong>.<br />

Shift Resp<strong>on</strong>sibility for Apprenticeship Administrati<strong>on</strong><br />

Too many administrative functi<strong>on</strong>s remain centralized in <strong>the</strong> ministry when <strong>the</strong>y could be<br />

shifted to parties that are better positi<strong>on</strong>ed to carry out <strong>the</strong>se tasks. For example, <strong>the</strong> College<br />

<strong>of</strong> Trades could undertake administrative resp<strong>on</strong>sibilities for apprenticeships <strong>on</strong>ce it is up and<br />

running. As a self-funding instituti<strong>on</strong>, <strong>the</strong> College can assume resp<strong>on</strong>sibilities that are now<br />

under <strong>the</strong> auspices <strong>of</strong> <strong>the</strong> ministry; this will reduce costs to government. In additi<strong>on</strong>, colleges<br />

and uni<strong>on</strong> training centres that provide classroom training for apprentices could take <strong>on</strong> <strong>the</strong><br />

administrative resp<strong>on</strong>sibilities related to that functi<strong>on</strong>.<br />

Recommendati<strong>on</strong> 9-9: Shift <strong>the</strong> resp<strong>on</strong>sibility for all apprenticeship administrati<strong>on</strong> to o<strong>the</strong>r<br />

actors in <strong>the</strong> sector. Functi<strong>on</strong>s related to <strong>the</strong> administrati<strong>on</strong> <strong>of</strong> apprenticeship classroom<br />

training should be given to colleges and uni<strong>on</strong> training centres. All o<strong>the</strong>r administrative<br />

resp<strong>on</strong>sibilities for apprenticeships should be transferred to <strong>the</strong> College <strong>of</strong> Trades over time.<br />
