Appendix: <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> Recommendati<strong>on</strong>s<br />

Recommendati<strong>on</strong> 7-1: Grow government funding for <strong>the</strong> post-sec<strong>on</strong>dary educati<strong>on</strong> sector by<br />

1.5 per cent per year until 2017–18.<br />

Recommendati<strong>on</strong> 7-2: Work with post-sec<strong>on</strong>dary instituti<strong>on</strong>s to reduce bargained<br />

compensati<strong>on</strong> increases, where <strong>the</strong>y exist, and instead align <strong>the</strong>m with trends in more recent<br />

settlements in <strong>the</strong> broader public sector; a rigorous performance system should also be<br />

introduced to guide compensati<strong>on</strong>, where <strong>on</strong>e is not already in place.<br />

Recommendati<strong>on</strong> 7-3: If capital budgets are c<strong>on</strong>strained, post-sec<strong>on</strong>dary instituti<strong>on</strong>s should<br />

c<strong>on</strong>sider using alternative financing and procurement, especially for buildings that do not<br />

qualify for government funding, such as residences.<br />

Recommendati<strong>on</strong> 7-4: By 2012–13, establish multi-year mandate agreements with<br />

universities and colleges that provide more differentiati<strong>on</strong> and minimize duplicati<strong>on</strong>; <strong>the</strong>se<br />

should be implemented beginning in 2013–14.<br />

Recommendati<strong>on</strong> 7-5: Institute a process for establishing mandate agreements using a<br />

review by ei<strong>the</strong>r a blue-ribb<strong>on</strong> panel or <strong>the</strong> Higher Educati<strong>on</strong> Quality Council <strong>of</strong> Ontario to<br />

ensure <strong>the</strong> highest-quality programs are funded to grow and expand. This should be<br />

completed in <strong>the</strong> 2012–13 fiscal year and must be transparent for <strong>the</strong> instituti<strong>on</strong>s and<br />

<strong>the</strong> public.<br />

Recommendati<strong>on</strong> 7-6: Establish and implement a rati<strong>on</strong>al and strategic divisi<strong>on</strong> <strong>of</strong> roles<br />

between <strong>the</strong> college and university systems.<br />

Recommendati<strong>on</strong> 7-7: Create a comprehensive, enforceable credit recogniti<strong>on</strong> system<br />

between and am<strong>on</strong>g universities and colleges. This is an absolutely essential feature<br />

<strong>of</strong> differentiati<strong>on</strong>.<br />

Recommendati<strong>on</strong> 7-8: Post-sec<strong>on</strong>dary instituti<strong>on</strong>s need to devote more resources to<br />

experiential learning such as internships; allow for more independent or self-assigned study;<br />

develop problem-based learning modules; and increase study abroad and internati<strong>on</strong>al<br />

experiences. Many instituti<strong>on</strong>s already incorporate <strong>the</strong>se features into <strong>the</strong>ir programs, funding<br />

<strong>the</strong>m from within existing portfolios.<br />

Recommendati<strong>on</strong> 7-9: Encourage universities that do not presently have flexible provisi<strong>on</strong>s<br />

regarding teaching and research workloads in <strong>the</strong>ir collective agreements with faculty to<br />

c<strong>on</strong>sider such provisi<strong>on</strong>s in future bargaining. While each university must c<strong>on</strong>duct teaching<br />

and research, top-performing teachers and researchers should be recognized with <strong>the</strong><br />

appropriate workloads and rewards.<br />
