Improving educati<strong>on</strong>al attainment is critical to improving social and ec<strong>on</strong>omic outcomes for<br />

First Nati<strong>on</strong>s peoples. A l<strong>on</strong>g-overdue investment in <strong>on</strong>-reserve educati<strong>on</strong> will help alleviate<br />

<strong>the</strong> l<strong>on</strong>g-run costs <strong>of</strong> <strong>the</strong> ec<strong>on</strong>omic exclusi<strong>on</strong> <strong>of</strong> Ontario’s growing First Nati<strong>on</strong>s communities. 4<br />

The Cost <strong>of</strong> <strong>the</strong> Status Quo<br />

In 2009, <strong>the</strong> Centre for <strong>the</strong> Study <strong>of</strong> Living Standards (CSLS) published a report estimating <strong>the</strong> potential l<strong>on</strong>g-run returns <strong>of</strong> closing <strong>the</strong><br />

gap in educati<strong>on</strong>al attainment and labour-market performance between Aboriginal and n<strong>on</strong>-Aboriginal Canadians. The study looked at<br />

<strong>the</strong> potential gains in overall ec<strong>on</strong>omic activity as well as <strong>the</strong> potential benefit to governments’ balance sheets. The CSLS estimated that if<br />

<strong>the</strong>se gaps were fully eliminated, Canada could realize a cumulative increase in real ec<strong>on</strong>omic output <strong>of</strong> $401 billi<strong>on</strong> over <strong>the</strong> period from<br />

2001 to 2026. Of this figure, $180 billi<strong>on</strong> is attributed to <strong>the</strong> impact <strong>of</strong> improved educati<strong>on</strong>al outcomes al<strong>on</strong>e. Fur<strong>the</strong>r, CSLS estimated that<br />

toge<strong>the</strong>r, governments’ fiscal positi<strong>on</strong> could improve by $116 billi<strong>on</strong> as a result <strong>of</strong> $77 billi<strong>on</strong> less in excess expenditures due to <strong>the</strong><br />

Aboriginal populati<strong>on</strong>’s above-average use <strong>of</strong> government programs such as health care, social services and <strong>the</strong> justice system, and<br />

$39 billi<strong>on</strong> in increased tax revenue.<br />
