Operating transportati<strong>on</strong> services more efficiently<br />

The public transit network in <strong>the</strong> GTHA is provided predominantly by a hodgepodge <strong>of</strong><br />

municipal operators, complemented by regi<strong>on</strong>al services <strong>of</strong>fered by Metrolinx/GO Transit and<br />

private intercity transportati<strong>on</strong>. Recent public discussi<strong>on</strong> and study <strong>on</strong> mass transit have<br />

naturally tended towards service levels and quality; little has been d<strong>on</strong>e to study <strong>the</strong><br />

effectiveness <strong>of</strong> <strong>the</strong> current structure <strong>of</strong> transit <strong>of</strong>ferings. Are <strong>the</strong> roles <strong>of</strong> <strong>the</strong> service providers<br />

optimally defined? Is <strong>the</strong>re unnecessary duplicati<strong>on</strong> or overlap? Are operati<strong>on</strong>s sufficiently<br />

co-ordinated and integrated? Answers to <strong>the</strong>se questi<strong>on</strong>s and o<strong>the</strong>rs could illuminate<br />

opportunities to deliver transit services more efficiently through means such as rati<strong>on</strong>alizing<br />

and better co-ordinating routes, services and fares; pursuing additi<strong>on</strong>al comm<strong>on</strong><br />

procurements; and exploring o<strong>the</strong>r measures to reduce overlap and duplicati<strong>on</strong>.<br />

The Ontario Northland Transportati<strong>on</strong> <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> (ONTC), which currently <strong>of</strong>fers subsidized<br />

transportati<strong>on</strong> services in nor<strong>the</strong>rn Ontario, 9 is different. Studies and reviews c<strong>on</strong>ducted over<br />

<strong>the</strong> past several years in Ontario and o<strong>the</strong>r provinces illustrate how its services could be<br />

provided more effectively and efficiently through targeted private-sector involvement.<br />

These steps should be undertaken.<br />

Recommendati<strong>on</strong> 12-3: Where gaps in informati<strong>on</strong> and evidence exist, review <strong>the</strong> roles and<br />

operati<strong>on</strong>s <strong>of</strong> public and private mass transit service providers in <strong>the</strong> Greater Tor<strong>on</strong>to and<br />

Hamilt<strong>on</strong> Area and services provided by Ontario Northland Transportati<strong>on</strong> <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> in <strong>the</strong><br />

north to find efficiencies in those regi<strong>on</strong>s’ transportati<strong>on</strong> networks. Act <strong>on</strong> that evidence to<br />

improve <strong>the</strong> efficiency <strong>of</strong> those services.<br />

GO Transit Parking<br />

At present, GO Transit does not charge patr<strong>on</strong>s for <strong>the</strong> use <strong>of</strong> its parking facilities. While this<br />

may seem trivial, <strong>the</strong> cost <strong>of</strong> providing parking spaces is c<strong>on</strong>siderable. In February 2009,<br />

<strong>the</strong> provincial and federal governments announced a joint c<strong>on</strong>tributi<strong>on</strong> <strong>of</strong> $500 milli<strong>on</strong> in<br />

funding to GO to support major infrastructure projects, including new parking structures<br />

throughout its network. 10 If parking is not priced and charged for, it will be overused; this<br />

effectively penalizes those who get to a GO stati<strong>on</strong> by means o<strong>the</strong>r than a pers<strong>on</strong>al vehicle.<br />

Moreover, <strong>the</strong> Tor<strong>on</strong>to Transit <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> (TTC) already dem<strong>on</strong>strated that providing free<br />

parking for m<strong>on</strong>thly pass holders is not sustainable.<br />

Recommendati<strong>on</strong> 12-4: Following <strong>the</strong> precedent set by <strong>the</strong> Tor<strong>on</strong>to Transit <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g>,<br />

begin charging for parking at GO Transit parking lots.<br />
