In additi<strong>on</strong>, <strong>the</strong> program does not account for differences in price levels across <strong>the</strong> country,<br />

which affect <strong>the</strong> cost <strong>of</strong> public services. Ontario faces higher cost pressures than o<strong>the</strong>r<br />

provinces (see Chart 20.7). Even with its Equalizati<strong>on</strong> payment, Ontario may not be able to<br />

deliver “comparable levels <strong>of</strong> public services” because <strong>of</strong> <strong>the</strong>se additi<strong>on</strong>al cost pressures.<br />

Similar to o<strong>the</strong>r equalizati<strong>on</strong> programs across <strong>the</strong> world, Equalizati<strong>on</strong> should recognize and<br />

address <strong>the</strong>se differences in prices.<br />

Recommendati<strong>on</strong> 20-3: Advocate for reforms to Equalizati<strong>on</strong> by, at a minimum, fully<br />

capturing resource revenues and accommodating differing price levels between provinces.<br />
