Chapter 8: Social Programs<br />

Recommendati<strong>on</strong> 8-1: Hold growth in social programs spending to 0.5 per cent per year.<br />

Recommendati<strong>on</strong> 8-2: Move aggressively towards a fully integrated benefits system that<br />

simplifies client access, improves client outcomes and improves fiscal sustainability through<br />

greater program effectiveness and reduced administrative costs.<br />

Recommendati<strong>on</strong> 8-3: A fully integrated benefits system should seek efficiencies by, at a<br />

minimum, centralizing income testing and payment delivery; automating <strong>the</strong> processing <strong>of</strong><br />

applicati<strong>on</strong>s, eligibility and payments; automating income verificati<strong>on</strong>; c<strong>on</strong>solidating program<br />

delivery; and standardizing eligibility criteria.<br />

Recommendati<strong>on</strong> 8-4: Collect <strong>the</strong> informati<strong>on</strong> necessary to deliver and evaluate a fully<br />

integrated benefits system. In doing so, c<strong>on</strong>tinue to respect and protect pers<strong>on</strong>al informati<strong>on</strong><br />

and privacy.<br />

Recommendati<strong>on</strong> 8-5: The <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> for <strong>the</strong> Review <strong>of</strong> Social Assistance in Ontario<br />

should examine system design opti<strong>on</strong>s that deliver a more efficient and higher-quality service<br />

to social assistance recipients. This examinati<strong>on</strong> should c<strong>on</strong>sider combining Ontario Works<br />

and <strong>the</strong> Ontario Disability Support Program, and having <strong>the</strong> combined program delivered at<br />

<strong>the</strong> local level. It should also address <strong>the</strong> fur<strong>the</strong>r integrati<strong>on</strong> <strong>of</strong> employment services available<br />

through Employment Ontario.<br />

Recommendati<strong>on</strong> 8-6: Undertake a thorough initial assessment <strong>of</strong> new entrants into social<br />

assistance to identify <strong>the</strong> degree <strong>of</strong> interventi<strong>on</strong> required to help <strong>the</strong>m return to <strong>the</strong> labour<br />

market. Triage new entrants to appropriate supports according to this assessment.<br />

Recommendati<strong>on</strong> 8-7: Streamline and integrate o<strong>the</strong>r employment and training services with<br />

Employment Ontario, including <strong>the</strong> bulk <strong>of</strong> <strong>the</strong> employment and training service comp<strong>on</strong>ent<br />

<strong>of</strong> social assistance, in a carefully sequenced manner.<br />

Recommendati<strong>on</strong> 8-8: Prepare and support people with disabilities who are entering <strong>the</strong><br />

workplace. Work with employers and fellow employees to properly understand and<br />

accommodate <strong>the</strong> specific needs <strong>of</strong> <strong>the</strong> individual in <strong>the</strong> workplace.<br />
