This fragmented arrangement suggests that, due to <strong>the</strong>ir size, some instituti<strong>on</strong>s may not be<br />

realizing <strong>the</strong> ec<strong>on</strong>omies <strong>of</strong> scale that would result if this functi<strong>on</strong> were more centralized.<br />

The c<strong>on</strong>solidati<strong>on</strong> <strong>of</strong> administrative processes and practices, including <strong>the</strong> pooling <strong>of</strong> assets for<br />

investment purposes, may generate savings. With a c<strong>on</strong>solidated approach, <strong>the</strong> administrative<br />

functi<strong>on</strong>s for plan administrati<strong>on</strong> and investment management would be carried out by ano<strong>the</strong>r<br />

body, and each employer/sp<strong>on</strong>sor would remain <strong>the</strong> legal administrator <strong>of</strong> its plan(s), retain<br />

its fiduciary resp<strong>on</strong>sibilities and determine plan benefits.<br />

Recommendati<strong>on</strong> 19-10: The province should examine opportunities to achieve savings<br />

and better investment returns through <strong>the</strong> c<strong>on</strong>solidati<strong>on</strong> <strong>of</strong> <strong>the</strong> administrative functi<strong>on</strong>s and<br />

investment pooling <strong>of</strong> pensi<strong>on</strong> plans across <strong>the</strong> broader public sector.<br />

Transparency<br />

Pensi<strong>on</strong>s are deferred compensati<strong>on</strong>, and are too <strong>of</strong>ten viewed separately from wages and<br />

o<strong>the</strong>r, more immediate benefits. In Chapter 15, Labour Relati<strong>on</strong>s and Compensati<strong>on</strong>, we<br />

discuss <strong>the</strong> need to broaden <strong>the</strong> perspective <strong>on</strong> public-sector compensati<strong>on</strong> to make it more<br />

inclusive. Pensi<strong>on</strong> benefits and <strong>the</strong>ir cost must be part <strong>of</strong> that equati<strong>on</strong>. To accomplish this,<br />

<strong>the</strong> cost <strong>of</strong> public-sector pensi<strong>on</strong>s to taxpayers must be more transparent.<br />

As noted above, currently <strong>the</strong> <strong>on</strong>ly way to compile a full picture <strong>of</strong> public-sector pensi<strong>on</strong><br />

expense is by pulling toge<strong>the</strong>r different entries and notes in <strong>the</strong> government’s financial<br />

statements. Making <strong>the</strong>se expenses more transparent will assist <strong>the</strong> government in developing<br />

a comprehensive compensati<strong>on</strong> strategy. It will also assist in making comparis<strong>on</strong>s across<br />

sectors, including <strong>the</strong> private sector.<br />

Recommendati<strong>on</strong> 19-11: The province must make <strong>the</strong> government’s cost <strong>of</strong> <strong>the</strong> public-sector<br />

pensi<strong>on</strong> plans — both in c<strong>on</strong>cept and in magnitude — much clearer in <strong>the</strong> <strong>Public</strong> Accounts<br />

and o<strong>the</strong>r financial statements, including <strong>the</strong> Budget.<br />

Envir<strong>on</strong>mental Risks<br />

Under <strong>the</strong> Envir<strong>on</strong>mental Protecti<strong>on</strong> Act (EPA), <strong>the</strong> province has <strong>the</strong> “right to compensati<strong>on</strong>”<br />

for loss or damages incurred as a direct result <strong>of</strong> a hazardous spill, and for all reas<strong>on</strong>able<br />

costs and expenses incurred for a cleanup. However, as discussed in Chapter 13,<br />

Envir<strong>on</strong>ment and Natural Resources, difficulties can arise in situati<strong>on</strong>s when <strong>the</strong> owner <strong>of</strong><br />

a c<strong>on</strong>taminated site becomes insolvent, no l<strong>on</strong>ger exists, or lacks sufficient funds to pay<br />

for <strong>the</strong> cleanup. While <strong>the</strong> province can take legal acti<strong>on</strong> to ensure <strong>the</strong> polluter pays for<br />

<strong>the</strong> envir<strong>on</strong>mental cleanup, most <strong>of</strong>ten <strong>the</strong> province is left with <strong>the</strong> resp<strong>on</strong>sibility <strong>of</strong> <strong>the</strong><br />

cleanup and <strong>the</strong> associated costs.<br />
