Recommendati<strong>on</strong> 5-86: Medical schools should educate students <strong>on</strong> “system issues,” so<br />

<strong>the</strong>y better understand how physicians fit into <strong>the</strong> health care system; for example, how to deal<br />

with patient needs efficiently and effectively, but using fewer resources by c<strong>on</strong>necting different<br />

parts <strong>of</strong> <strong>the</strong> health care system.<br />

Recommendati<strong>on</strong> 5-87: Do a better job <strong>of</strong> flagging health pr<strong>of</strong>essi<strong>on</strong>s and locati<strong>on</strong>s that are<br />

currently in short supply or where shortages can be expected in <strong>the</strong> future.<br />

Recommendati<strong>on</strong> 5-88: Link <strong>the</strong> Ontario Drug Benefit program more directly to income.<br />

Recommendati<strong>on</strong> 5-89: Help reduce medicati<strong>on</strong> errors through <strong>the</strong> use <strong>of</strong> electr<strong>on</strong>ic supports<br />

to cross-reference multiple prescripti<strong>on</strong>s.<br />

Recommendati<strong>on</strong> 5-90: Reduce fraudulent prescripti<strong>on</strong> medicati<strong>on</strong> use through <strong>the</strong> use <strong>of</strong><br />

drug informati<strong>on</strong> systems.<br />

Recommendati<strong>on</strong> 5-91: Pursue — with o<strong>the</strong>r provinces — <strong>the</strong> possibility <strong>of</strong> establishing a<br />

nati<strong>on</strong>al entity that would set a comm<strong>on</strong> price for pharmaceuticals for <strong>the</strong> entire country<br />

(or at least jurisdicti<strong>on</strong>s opting in).<br />

Recommendati<strong>on</strong> 5-92: C<strong>on</strong>duct drug-to-drug comparis<strong>on</strong>s to determine which drug is <strong>the</strong><br />

most efficient at addressing a given ailment.<br />

Recommendati<strong>on</strong> 5-93: Work with <strong>the</strong> federal government to ensure that Ontario’s interests<br />

in expanding use <strong>of</strong> generic drugs are not undermined by a Canada-European Uni<strong>on</strong> Free<br />

Trade Agreement.<br />

Recommendati<strong>on</strong> 5-94: Use pharmacists to <strong>the</strong>ir full scope <strong>of</strong> practice.<br />

Recommendati<strong>on</strong> 5-95: Centralize all back-<strong>of</strong>fice functi<strong>on</strong>s such as informati<strong>on</strong> technology,<br />

human resources, finance and procurement across <strong>the</strong> health system.<br />

Recommendati<strong>on</strong> 5-96: Establish a central mechanism to oversee <strong>the</strong> creati<strong>on</strong> <strong>of</strong> a “spot<br />

market” for goods and discreti<strong>on</strong>ary services, such as diagnostics, infusi<strong>on</strong>s and specialist<br />

c<strong>on</strong>sultati<strong>on</strong> services.<br />

Recommendati<strong>on</strong> 5-97: Put a wider array <strong>of</strong> specialist services to tender based <strong>on</strong> price and<br />

quality, while remaining under <strong>the</strong> single-payer model.<br />
