Chapter 20: Intergovernmental Relati<strong>on</strong>s<br />

The province is in <strong>the</strong> process <strong>of</strong> uploading social assistance benefit costs as agreed through<br />

<strong>the</strong> PMFSDR. Municipal representatives recognized through <strong>the</strong> PMFSDR that <strong>the</strong> OMPF<br />

would decline to reflect <strong>the</strong> reducti<strong>on</strong> in municipal costs associated with <strong>the</strong> provincial uploads.<br />

More specifically, <strong>the</strong>y agreed that <strong>the</strong> OMPF would decline to $500 milli<strong>on</strong> by 2016, when<br />

<strong>the</strong> social programs comp<strong>on</strong>ent <strong>of</strong> this grant would be completely phased out. In 2012, <strong>the</strong><br />

province will provide municipalities with total <strong>on</strong>going support <strong>of</strong> about $3.2 billi<strong>on</strong> (see<br />

Table 20.8).<br />

The figures in this table reflect <strong>the</strong> province’s <strong>on</strong>going support to municipalities, which includes provincial uploads <strong>of</strong> municipal social assistance benefit<br />

programs costs (ODB, ODSP, Ontario Works benefits, and additi<strong>on</strong>al funding for Ontario Works Administrati<strong>on</strong> costs), court security and pris<strong>on</strong>er<br />

transportati<strong>on</strong> costs, OMPF/CRF, provincial gas tax funding, public health and land ambulance. The figures do not include o<strong>the</strong>r transfers, such as <strong>the</strong><br />

provincial share <strong>of</strong> social program costs. In additi<strong>on</strong>, <strong>the</strong>se values do not capture <strong>on</strong>e-time infrastructure investments.<br />

This support, in additi<strong>on</strong> to <strong>the</strong> OMPF and provincial uploads committed to through<br />

<strong>the</strong> PMFSDR, includes funding to maintain <strong>the</strong> provincial share <strong>of</strong> public health and land<br />

ambulance costs, as well as gas tax funding — an increase <strong>of</strong> $2.2 billi<strong>on</strong> since 2003<br />

(see Chart 20.12).<br />
