Chapter 18: Revenue Integrity<br />

Statistics Canada estimates that <strong>the</strong> underground ec<strong>on</strong>omy was about 2.2 per cent <strong>of</strong><br />

Canada’s gross domestic product in 2008, or about $36 billi<strong>on</strong>. While <strong>the</strong> province has<br />

taken acti<strong>on</strong> to enhance collecti<strong>on</strong>s and audits, more can be d<strong>on</strong>e to address <strong>the</strong><br />

underground ec<strong>on</strong>omy.<br />

O<strong>the</strong>r jurisdicti<strong>on</strong>s have implemented a number <strong>of</strong> measures that Ontario should c<strong>on</strong>sider.<br />

In particular, Quebec has been successful in tackling <strong>the</strong> underground ec<strong>on</strong>omy and tax<br />

evasi<strong>on</strong> through acti<strong>on</strong> in specific sectors:<br />

� Introducing recent legislative changes to broaden penalties for n<strong>on</strong>-compliance, which<br />

include <strong>the</strong> impositi<strong>on</strong> <strong>of</strong> pris<strong>on</strong> sentences <strong>of</strong> up to five years less a day for serious<br />

tax delinquency;<br />

� Intensifying tax audits;<br />

� Working across government and with industry to address key high-risk sectors such as<br />

c<strong>on</strong>structi<strong>on</strong> and products like alcohol and tobacco;<br />

� Raising public awareness <strong>of</strong> <strong>the</strong> impact <strong>of</strong> unreported income;<br />

� Requiring compliance certificates for businesses wanting to obtain public c<strong>on</strong>tracts; and<br />

� Requiring that certain establishments provide <strong>the</strong>ir customers with a bill produced using<br />

a sales recording module authorized by Revenu Québec.<br />

Recommendati<strong>on</strong> 18-4: Enhance Ontario’s ability to detect and recover revenues from<br />

underground ec<strong>on</strong>omic activity by linking more databases to reported transacti<strong>on</strong>s for<br />

tax purposes.<br />

Working with <strong>the</strong> Office <strong>of</strong> <strong>the</strong> Informati<strong>on</strong> and Privacy <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g>er <strong>of</strong> Ontario to ensure<br />

<strong>the</strong> protecti<strong>on</strong> <strong>of</strong> privacy, acti<strong>on</strong>s would include:<br />

� Implementing legislative changes to better enable data sharing (e.g., permit, licensing<br />

and registrati<strong>on</strong> informati<strong>on</strong>) and database matching across ministries, municipalities<br />

and federal government departments;<br />

� Creating a wealth indicator database as d<strong>on</strong>e in Quebec;<br />

� Expanding reporting requirements for certain financial transacti<strong>on</strong>s; 1 and<br />

� Entering into an underground ec<strong>on</strong>omy agreement with <strong>the</strong> federal government to better<br />

share informati<strong>on</strong> and invest more resources in co-ordinating and streng<strong>the</strong>ning<br />

compliance efforts to combat <strong>the</strong> underground ec<strong>on</strong>omy.<br />

1 For example, Quebec recently introduced a bill to regulate n<strong>on</strong>-bank operators <strong>of</strong> automatic teller machines, foreign-exchange counters<br />

and m<strong>on</strong>ey transfer <strong>of</strong>fices, obliging <strong>the</strong>m to obtain a licence and make reports to Quebec’s Autorité des marchés financiers. The goal <strong>of</strong><br />

this bill is to combat possible tax evasi<strong>on</strong> and m<strong>on</strong>ey laundering.<br />
