Chapter 17: Government Business Enterprises<br />

Finally, OLG should c<strong>on</strong>tinue to seek new and innovative ways to deliver gaming in Ontario to<br />

increase its revenues. These include expanding existing business lines, creating new business<br />

lines (as it is doing for Internet gambling), and leveraging fur<strong>the</strong>r private-sector involvement.<br />

In all such ventures, <strong>the</strong> OLG must remain mindful <strong>of</strong> its mandate to promote<br />

resp<strong>on</strong>sible gaming.<br />

Recommendati<strong>on</strong> 17-3: Improve <strong>the</strong> Ontario Lottery and Gaming Corporati<strong>on</strong>’s efficiency<br />

through, at a minimum, <strong>the</strong> following measures:<br />

� Close <strong>on</strong>e <strong>of</strong> <strong>the</strong> two head <strong>of</strong>fices;<br />

� Close <strong>on</strong>e <strong>of</strong> <strong>the</strong> two casinos in Niagara Falls;<br />

� Allow slot machine operati<strong>on</strong>s at sites that are not co-located with horse racing venues;<br />

and<br />

� Stop subsidizing <strong>the</strong> purchase and provisi<strong>on</strong> <strong>of</strong> lottery terminals to point-<strong>of</strong>-sale locati<strong>on</strong>s<br />

and begin to introduce o<strong>the</strong>r points <strong>of</strong> sale for lotteries.<br />

Recommendati<strong>on</strong> 17-4: Re-evaluate, <strong>on</strong> a value-for-m<strong>on</strong>ey basis, <strong>the</strong> practice <strong>of</strong> providing a<br />

porti<strong>on</strong> <strong>of</strong> net slot revenues to <strong>the</strong> horse racing and breeding industry and municipalities in<br />

order to substantially reduce and better target that support.<br />

Recommendati<strong>on</strong> 17-5: C<strong>on</strong>sider directing <strong>the</strong> Ontario Lottery and Gaming Corporati<strong>on</strong> to<br />

expand its existing business lines, develop new gaming opportunities and make effective use<br />

<strong>of</strong> private-sector involvement.<br />

Ontario Power Generati<strong>on</strong> (OPG) and Hydro One<br />

In an effort to reduce short-term cost increases to c<strong>on</strong>sumers, <strong>the</strong> government has<br />

occasi<strong>on</strong>ally intervened in both OPG’s and Hydro One’s regulatory rate filings. The result <strong>of</strong><br />

such acti<strong>on</strong> can effectively decouple electricity rates from costs, providing an implicit subsidy<br />

to ratepayers. It may also put at risk <strong>the</strong> net incomes <strong>of</strong> both companies to <strong>the</strong> potential fiscal<br />

detriment <strong>of</strong> <strong>the</strong> province. While stable, effective regulati<strong>on</strong> is required for both companies<br />

given <strong>the</strong>ir dominant positi<strong>on</strong>s in <strong>the</strong>ir respective sectors, interventi<strong>on</strong> that impedes <strong>on</strong><br />

standard business practices without a clear, legitimate policy objective should be avoided.<br />
