Chapter 7: Post-Sec<strong>on</strong>dary Educati<strong>on</strong><br />

In this increasingly global marketplace, post-sec<strong>on</strong>dary educati<strong>on</strong> (PSE) remains a vital asset<br />

for Ontario, as over two-thirds <strong>of</strong> all new jobs in <strong>the</strong> province are expected to require<br />

PSE. The province’s ec<strong>on</strong>omic growth and competitiveness will need to rely c<strong>on</strong>siderably <strong>on</strong><br />

<strong>the</strong> ability <strong>of</strong> <strong>the</strong> post-sec<strong>on</strong>dary system to c<strong>on</strong>tinue <strong>of</strong>fering high-quality educati<strong>on</strong>, while<br />

accommodating significant enrolment increases.<br />

Ontario’s PSE system has produced impressive results despite significant challenges. In 2009,<br />

63 per cent <strong>of</strong> Ontario adults had completed some PSE, <strong>the</strong> highest such rate in <strong>the</strong> member<br />

countries <strong>of</strong> <strong>the</strong> Organizati<strong>on</strong> for Ec<strong>on</strong>omic Co-operati<strong>on</strong> and Development (OECD).<br />

In additi<strong>on</strong>, both universities and colleges combined have absorbed a 36 per cent increase in<br />

enrolment since 2002–03. Part <strong>of</strong> this increase has been <strong>the</strong> result <strong>of</strong> demographics, but it has<br />

also been fuelled by an Ontario strategy aimed at improving ec<strong>on</strong>omic competitiveness.<br />

The government recently committed itself to raise <strong>the</strong> post-sec<strong>on</strong>dary attainment rate to<br />

70 per cent by 2020.<br />

It is also notable that, even with greater enrolment growth, more students are completing<br />

programs. Between 2002–03 and 2009–10, degree completi<strong>on</strong> rates increased from<br />

73 per cent to 79 per cent in universities and from 57 to 65 per cent in colleges.<br />

The quality <strong>of</strong> Ontario’s post-sec<strong>on</strong>dary system is high, from both a Canadian and internati<strong>on</strong>al<br />

perspective. Internati<strong>on</strong>al rankings have recognized <strong>the</strong> province’s instituti<strong>on</strong>s and programs<br />

for <strong>the</strong> quality <strong>of</strong> educati<strong>on</strong> <strong>the</strong>y provide. Those same instituti<strong>on</strong>s, particularly universities,<br />

compete not <strong>on</strong>ly for students, but also for <strong>the</strong> best faculty to maintain excellence in <strong>the</strong> sector.<br />

However, to meet <strong>the</strong> challenges <strong>of</strong> rising demand for higher educati<strong>on</strong> at a time <strong>of</strong><br />

c<strong>on</strong>strained funding, <strong>the</strong> post-sec<strong>on</strong>dary system will need to become even more efficient.<br />
