Child and Youth Mental Health<br />

� A network <strong>of</strong> facilities/agencies including<br />

seven directly operated secure custody/detenti<strong>on</strong><br />

youth centres, 64 directly operated youth<br />

probati<strong>on</strong> <strong>of</strong>fices, and 210 transfer payment<br />

agencies that are mainly not-for-pr<strong>of</strong>it<br />

organizati<strong>on</strong>s<br />

� Declining demand for custodial facilities.<br />

� Improved co-ordinati<strong>on</strong> with standardized<br />

definiti<strong>on</strong>s and applicati<strong>on</strong> processes<br />

� Integrated service delivery, including client<br />

communicati<strong>on</strong>s, intake, eligibility and entitlement,<br />

and payment issuance<br />

� Streamlined governance and accountability<br />

� Effective early interventi<strong>on</strong> would address <strong>the</strong><br />

risk <strong>of</strong> mental health disability costs becoming<br />

unsustainable<br />

� Clear roles, resp<strong>on</strong>sibilities and accountabilities<br />

across educati<strong>on</strong>, health and children’s systems.<br />

� Fully implemented single point <strong>of</strong> c<strong>on</strong>tact to<br />

access services<br />

using individual-based funding allocati<strong>on</strong> model<br />

<strong>of</strong> custody and more youth being diverted from <strong>the</strong><br />

formal court process for less serious <strong>of</strong>fences and<br />

more youth being referred to alternatives to<br />

custody program<br />

� Savings reinvested in preventive measures<br />

(e.g., mental health supports).
