– the establishment of personalised and problem-related portals<br />

– the dissemination of self-service technologies<br />

– the intensified introduction of web-based applications<br />

– the introduction of process-oriented groupware and workflowsystems<br />

and document-management-systems<br />

– the dissemination of certificate-based applications.<br />

For many years now, the central university administration has been<br />

working with a co-ordinated and comprehensive IT concept that is updated<br />

at regular intervals. We now face a situation in which profound changes are<br />

taking place that will effect future developments and, in principle, create<br />

new kinds of IT support. New ideas can only be <strong>im</strong>plemented successfully,<br />

however, if they are accompanied by in-depth process analyses by the administration<br />

that permit the drafting of appropriate guidelines and the setting<br />

of priorities for the CMS. A long-term development concept is currently<br />

being prepared which discusses the question of adequate staffing.<br />

The main features of the development concept that have been discussed so<br />

far are related to the following key considerations:<br />

– Continued IT-supported modernisation of the administration is to be<br />

systematically promoted and <strong>im</strong>proved. The share played by routine<br />

manual activity is to be reduced in favour of IT processes. With the<br />

aid of new Internet-based processes, the administration‟s clients (e.g.<br />

applicants, students, teaching staff, colleagues) will be able to file<br />

applications for and process electronically things of concern to them.<br />

Examples of this include electronic applications to study, applications<br />

for official trips and refunds of travelling expenses, and the<br />

checking of current statements of accounts by the staff responsible<br />

for the university budget.<br />

– IT will be used to develop and systematically <strong>im</strong>plement an emanagement<br />

strategy. The goal of this strategy is to develop a service<br />

package agreed upon with the HU decision makers so that they<br />

will be able to access current and reliable information on the most<br />

diverse areas of the university, communicate electronically with one<br />

another in a variety of ways, and use their IT services independently
