4. Basic Structure of ICM Management<br />

The establishment of a comprehensive and integrated ICM infrastructure<br />

is a central task for the governing body. Accordingly, the final decisionmaking<br />

power for this rests with the Rector‟s office. However, to enable<br />

institution-wide strategic tasks to be tackled quickly and efficiently within<br />

the day to day running of the university, the established organizational<br />

structure of the university needs to be more clearly defined. The ICM concept<br />

developed at Bielefeld University includes both the establishment of<br />

overarching advisory and coordination units and the appointment of two<br />

full-t<strong>im</strong>e CIOs. These are centrally responsible for tackling issues of strategic<br />

direction and the associated allocation of resources.<br />

The basic structure of the Bielefeld approach is based firstly on<br />

distinguishing two functional areas and secondly on a model of cooperative<br />

management:<br />

– Technologically-based and organizing aspects are central to the<br />

management of information and communication technology. In addition<br />

to the expansion of an efficient information and communication<br />

infrastructure, the following are all at the forefront: comprehensive<br />

support and advice for users, integration of IT systems/services, support<br />

of business processes through IT, as well as the development of<br />

operational concepts and steering mechanisms.<br />

– The second area is concerned with the management of knowledge<br />

objects and resources in various media (scholarly information). This<br />

includes the preparation/creation of metadata and the management of<br />

knowledge objects, the securing of internal and external knowledge<br />

resources, and of access to these via knowledge portals, the creation<br />

and making available of advanced tools for the generation and visualisation<br />

of knowledge, as well as the electronic availability/publication<br />

of knowledge objects created within the university.
