As a result, the two libraries were merged into one University Library<br />

and all the other units were united in the Centre for Information and Media<br />

Services, which was founded October 1, 2005. The mandate of CIM is to<br />

provide a wide-ranging spectrum of ICM services, in order to support the<br />

teaching, learning and working members of the University Duisburg-Essen<br />

opt<strong>im</strong>ally. These include transfer of media competence, media-technical<br />

support, provision of server- and network services, e-learning plattforms,<br />

qualified consulting on all the E-Services provided, scientific computing<br />

and support for business processes in library and administration.<br />

The direct connection to the rector of the ICM is provided by the prorector<br />

ICM and the appointed ICM board with involvement of the prorector,<br />

the chancellor, the chairman of the ICM committee and both heads of the<br />

central units UB and CIM.<br />

4. Strategic Goals and guidelines – the Vision of the E-<br />

University<br />

The board of the university has committed itself to a vision of the UDE<br />

as E-University, underpinning this vision with an E-Strategy. In this vision,<br />

the profile of the university is explicitly based on the potentials of the new<br />

media and new technologies and innovations driven by them. E-University<br />

and E-Strategy do not s<strong>im</strong>ply add a number of steps and measures in the<br />

areas of IT and media, but they are conceived of as a wholistic approach<br />

integrating and permeating the business processes of the university and<br />

making them available and acessible as a system of integrated information<br />

services and offerings to all the members of the university in an easy and<br />

efficient manner. E-Strategy rests on three “pillars”:<br />

– E-Learning<br />

– E-Science<br />

– E-Services (including support of managerial processes on all levels<br />

of the university)<br />

In the course of the last few years, a number of building blocks for the<br />

E-University have been created. The process as a whole is still far from
