1. Abstract

The whole area of information, communication and media (ICM) at Bielefeld
University has been comprehensively and systematically reoriented.
Two Chief Information Officers have been appointed at senior management
level to head up the functional areas of information technology and scholarly
information. Each is responsible for university-wide strategy, planning
and coordination in their respective areas. Both CIOs, together with the
Chancellor and the Pro-Rector for Organizational Development, form the
ICM strategy group, which is the authoritative steering body for all ICMrelated
decisions made by the Rector‟s office.
The management models for the individual functional areas are processoriented,
although with varying emphases. They aim to ensure efficiency
while retaining the capacity for innovation. The complete involvement of
the user is supported by the structure. The core competencies of all service
providers are analysed and tasks redistributed accordingly. This is in order
to allow services to attain, and to contractually agree to, high standards of
quality, even in a climate of financial constraints. Distinct measures taken
in the reorganisation of the central service providers encompass the future
bundling of all core IT services to form a central IT service, as well as extensive
cooperation in the area of scholarly information services.
2. A Brief Description of the University
Bielefeld University was founded in 1969 as a reform university and
combines traditional higher education values with innovative structures in
research and teaching. With just under 18,000 students (as of 2006) the
