4. Strategic targets and guiding lines, envisaged models
4.1. The derivation of the organisation of services from the requirements
of service infrastructure
Each and every organisational change has to be based on an objective
and on some sort of trigger. Applied on organisation and structure of the
university, that means: To do justice to its primary tasks – i. e. studying,
teaching and research – in an efficient way, the actors in the university need
the provision of basic services and infrastructures in support of their various
jobs. The services charged with satisfying these requirements have to
comply to these demands and adapt their offered services according to
these needs.
Up to nowadays, the most important basic services are traditionally fulfilled
by the university library, the university computing centre, the university
admninistration and further central branches. Each branch incorporates
to that end a distinguished system for the support of its own processes. A
result of this were highly complex, intransparent organisational and structural
interdependencies within the university business.
