scholars, lecturers and students. The resulting services can then be offered
to users. In general, service acceptance is seen where users are able to save
time and money and where the services are flexible enough to be adjusted
according to individual requirements.
Therefore, particular core criteria for all developments include:
– The creation of a uniformly structured and transparent service catalogue
– An even balance of standardization and personalization
– Modular, flexible and extensible services
The content-based services that are to be developed over the long-term
within the framework of the ICM concept include:
– Production and processing services for all media
– Services for communicating scholarly information using multimedia
– Innovative and comprehensive research services that are inclusive of
all media, as well as educating users as to their effective use
– Services that broaden access to scholarly information for research
and teaching
The establishment of systematic dialogue between service providers and
users, as well as among the users themselves, is essential for all future developments,
in order always to be able to grasp the dynamic changes in the
way scholarly information is used.

The model for scholarly information management shown in figure 3
was chosen on the basis of the ICM management structure described in
section 4.
