2. Short Introduction of the University of Oldenburg<br />

The University of Oldenburg was founded in 1974 and named after the<br />

Nobel Peace Prize winner Carl von Ossietzky. With roughly 11,000 students<br />

and 1,800 faculty and staff it is a midsize German university.<br />

Reforms and innovations in university management as well as in teaching<br />

and research marked the development of the University of Oldenburg.<br />

Since 1995 the university has a “global budget” with mercantile accounting,<br />

and was one of the first to use SAP/R3. In 2003, a structural reform of<br />

the research sector led to the creation of five faculties. As of winter 06/07,<br />

all faculties have adopted the Bachelor and Master degrees for their study<br />

programs. Following a mission and strategy building process (2005) the<br />

executive board of the University of Oldenburg signed the first agreements<br />

on objectives with individual departments and institutions. Integration of<br />

information management in IBIT (2004), and merging distance learning,<br />

professional training and e-learning in C3L – Center für Lebenslanges Lernen<br />

(Center for Life Long Learning) (2006) are additional extensive organizational<br />

changes.<br />

The University of Oldenburg‟s research is on an internationally excellent<br />

level in a number of interdisciplinary fields. 2<br />

3. Background and Motivation<br />

The university leaders very early recognized information management<br />

as a strategic task. Consequently, the University of Oldenburg was one of<br />

the first universities to form an advisory group and formulated the development<br />

plan “Netze – Neue Medien” (“Networks – New Media”). The<br />

growing demand for support for e-learning, and the necessity for intensified<br />

strategic planning and operational coordination led to the <strong>im</strong>plementation<br />

of the Steering Group for Digital Media in 2002. The steering group built a<br />

cooperative service network for digital media even before the integration.<br />

This network was based on cooperation and coordination, and had a num-<br />
