to the Integrated Services of IBIT<br />

Informations-, Bibliotheks- und IT-Dienste<br />

(Information, Library and IT Services)<br />

of the University of Oldenburg<br />

The University of Oldenburg integrated the management of information<br />

and information technology organizationally by merging the previously<br />

separated infrastructure units Library and Information System, Computing<br />

Center, and the university administration‟s IT-Services into the new central<br />

service institution “IBIT – Informations-, Bibliotheks- und IT-Dienste”<br />

(Information, Library and IT Services). IBIT is headed by a chair that is<br />

s<strong>im</strong>ultaneously acting as Chief Information Officer of the entire university.<br />

This change process was supported by the German Research Foundation<br />

(DFG) project “i³sic!” 1<br />

that provided funds for the elaborate organizational<br />

change process and the exemplary sub-projects on Identity Management,<br />

Portals, and Media Literacy Instruction. The process is still ongoing where<br />

strategies and management are affected, as well as where operational<br />

processes and the development of a strong service orientation are concerned.<br />

The main project was planned for a duration of five years. The DFG initially funded the<br />

first two years (phase I), but reduced the follow-on proposal to only two positions for one<br />

year. Consequently, efforts for the organizational change process and the sub-projects<br />

have to be reduced accordingly and funded from university budgets earlier than planned.
