5.2. The economic perspective<br />

The University of Göttingen has been managed through a global budget<br />

since 2001. (This excludes the medical department, because regulations for<br />

the accounting of the hospital services and the university‟s clinics were<br />

already introduced 20 years ago.) Tangible means and staff appropriations<br />

are reciprocally coverable. Budgets are brought forward from one year to<br />

the next. Reporting supplies information concerning the expenditure of<br />

funds to third parties. Cost-type and cost-center accounting are well established.<br />

Third-party funded projects are handled as internal orders.<br />

5.2.1 Process opt<strong>im</strong>ization<br />

Today all of the university‟s information processing is process-driven.<br />

(Apart from exchanges of outdated infrastructure.) Standard processes that<br />

have been or will be <strong>im</strong>proved are:<br />

– Data acquisition and data provision for students from their application<br />

up to alumni programs.<br />

– Exam and degree program guideline reforms (Bachelor, Master's,<br />

Ph.D.) and handling of online exam administration for students and<br />

lecturers.<br />

– Authentication and payment via chip cards for employees and students<br />

(student ID and employee ID, self-service options for students,<br />

payment mode, library ID, access).<br />

– Easy configuration of scientists‟ workplaces and access to special<br />

applications for scientists.<br />

– Decentralized ordering via EBP – integration SAP.<br />

– Area-wide facility management to support questions of classroomallocation,<br />

cleaning, security and relocation issues, network plans<br />

and the consumption of classroom costs.
