5.2. The economic perspective
The University of Göttingen has been managed through a global budget
since 2001. (This excludes the medical department, because regulations for
the accounting of the hospital services and the university‟s clinics were
already introduced 20 years ago.) Tangible means and staff appropriations
are reciprocally coverable. Budgets are brought forward from one year to
the next. Reporting supplies information concerning the expenditure of
funds to third parties. Cost-type and cost-center accounting are well established.
Third-party funded projects are handled as internal orders.
5.2.1 Process optimization
Today all of the university‟s information processing is process-driven.
(Apart from exchanges of outdated infrastructure.) Standard processes that
have been or will be improved are:
– Data acquisition and data provision for students from their application
up to alumni programs.
– Exam and degree program guideline reforms (Bachelor, Master's,
Ph.D.) and handling of online exam administration for students and
lecturers.
– Authentication and payment via chip cards for employees and students
(student ID and employee ID, self-service options for students,
payment mode, library ID, access).
– Easy configuration of scientists‟ workplaces and access to special
applications for scientists.
– Decentralized ordering via EBP – integration SAP.
– Area-wide facility management to support questions of classroomallocation,
cleaning, security and relocation issues, network plans
and the consumption of classroom costs.
