change management, combining bottom-up (projects, opt<strong>im</strong>ised<br />

services for clients) and top-down approaches (strategy and management of<br />

the governing bodies).<br />

From these considerations the following organisational model was developed<br />

for the ICM sector at the University of Duisburg-Essen:<br />

The following characteristics of this model are especially <strong>im</strong>portant:<br />

– ICM is directly linked to the governing bodies of the university by<br />

the prorector responsible for ICM and the ICM board<br />

– The way, the central units have been re-organised: On the one hand,<br />

most of the ICM services have been merged in the Centre for Information<br />

and Media Services. Yet, the UDE did not follow the example<br />

of some other universities, namely Ulm and Oldenburg, where<br />

reorganisation resulted in just one new central service unit. UDE<br />

chose to have two organisations, thus taking into account their difference<br />

in profile, nuclear competencies and in the „communities“ to
