4.4. Health Care<br />

The university‟s school of medicine is facing enormous challenges in<br />

the next few years and will only be able to handle those by using efficient<br />

tools of information technology (IT). Important elements are the introduction<br />

of all-inclusive accounting systems, supply across different sectors, the<br />

effects of genomic medicine on health care, research and teaching, the Bologna<br />

process, and the competition of excellence with fewer funding options.<br />

The school of medicine and the health care system are characterized by<br />

their large amount of information. Unfortunately, unlike other areas, these<br />

institutions are decades behind other departments when it comes to using IT<br />

tools to opt<strong>im</strong>ize individual work steps. This gap is said to be closed within<br />

ten years with the help of new infrastructure in the area of the electronic<br />

health chip card and the development of a “patient care” licence.<br />

With this in mind, the Göttingen school of medicine has developed a<br />

process which is tightly connected to change management and process reengineering.<br />

The IT strategy of the school of medicine in Göttingen takes an integrated<br />

approach to research, teaching and health care. Thus, the school<br />

follows the approach of American research universities such as Hopkins<br />

University and the Mayo Clinic. This strategy <strong>im</strong>plements the DFG recommendations<br />

for Göttingen for the years 2006 to 2010. In 5-year plans,<br />

which form the basis for frameworks and future HBFG proposals, the strategy<br />

is laid out in its details for the required activities. The IT strategy staff<br />

unit prepares the IT strategy for the school of medicine and supervises the<br />

process and <strong>im</strong>plementation.<br />

The IT strategy acts on the suggestions of the users and integrates these<br />

with the executive board‟s three departments (Research & Teaching, health<br />

care, and management) into one coherent plan. This plan is used as a basis<br />

for corresponding agreements on objectives with the state overall and with<br />

individual departments.<br />

The connection to other departments within the university is established<br />

through the IT-control committee, which was initiated by the chair and the<br />

directorate, as well as in the university senate‟s committee for information<br />

management.
