tion, a clear strategy, much convincing, and in the end, visible success are
required. It is this success that can show, inside and outside of the new
institution, quantitative and qualitative synergies of an integration, and
create a new, positive identity beyond those of the formerly individual institutions.
Experiences in other countries show that on average it takes five
years until an integrated institution is accepted by users and staff, and a
new identity is built. Success needs time, patience, and support.
9. Conclusion
It will take another few years to decide whether the Oldenburg model of
an integrated information and IT management is a success or a failure. At
the moment, there is doubt among users, opposition among staff, and there
are setbacks whenever a basic service is not provided as expected.
A deciding factor for success will be the extent to which IBIT will be
able to support the University of Oldenburg in reaching its strategic goals
by offering dedicated services effectively and efficiently, i.e. offer better
service to students, faculty, and research.
