On the basis of these principles the identity management regards the
university as a federal structure of different organizational units (below
these units are referred to as satellites). A satellite is characterized by the
fact that the internal business processes compared to the overall business
processes clearly prevail. The university-wide identity management focuses
on communication and synchronization between the satellites and not on
satellite internal data management and synchronization. Synchronisation on
university level indicates in this context the exchange and adjustment of
congruent data, which are redundantly hold in the satellite systems and
central storage is not possible because of the characteristics of the legacy
systems at the satellites. The basis for the exchange of data between the
satellites consists always of bi- or multilateral agreements. These have to be
documented; as far as there are no legal requirements, the user must have
agreed to the data transfer. A service of the satellite “central services”
represents among other things accurately this governance by the user and
the related documentation of this user setting.
