in favor of service-orientation and improvement of the range of services
offered, in response to the request of New Media in university routine. This
is aimed towards providing an integrated service-infrastructure, which, at
last, will help to process those activities of the university not directly related
to research and teaching more efficiently and thus will substantially
contribute to setting free those teaching and those studying for their proper
work; that may also be more ore less well possible in other shape – but the
kiz in this hindsight represents an especially efficient model.
2. Ulm University
Ulm University was founded in 1967 as a campus-university. Due to its
five faculties it shows a profile shaped by its main emphasis on scientifictechnical
disciplines. Currently, more than 7500 students, more than 200
professors and more than 1500 employees are part of Ulm University. The
„Kommunikations- und Informationszentrum (kiz)“ is the biggest central
branch of Ulm University.
3. Background and motivation of the project
The idea of forming integrated service-organisations for the providing
of information in universities was developed on behalf of an experts commission
(„Wissensbanken-Kommission“, 1987; the author was a member.
The thoughts arisen then gave reason to working out a planning-paper,
which was propoesd to the university in 1989. Ulm University was by decision
of the senate dating from January 25th, 2001 the first university in
Germany to realise and put under a single management a one-level, convergent
infratsructure and organisation of services in the form of the „kiz“.
Similar developments in Germany were to be seen to date only at BTU
Cottbus and at Oldenburg University. Abroad, preeminently in anglo-saxon
countries, this process of structural adaption has, in different realisations
(cooperation- and integration-paradigms), already made remarkably more
progress and is, furthermore, anchored in the minds of the persons responsable
in the shape of more far-reaching, sustainable plannings recognized to
be decisive for future-compliance.
