• Animal resources <strong>and</strong> breed<strong>in</strong>g services – appropriate breeds <strong>and</strong><br />

technologies to boost animal productivity <strong>and</strong> profitability.<br />

• Adequate capital <strong>and</strong> human resources with<strong>in</strong> <strong>and</strong> outside the target group.<br />

High <strong>in</strong>itial <strong>in</strong>vestment <strong>in</strong> national capacity development may be essential <strong>in</strong><br />

develop<strong>in</strong>g a susta<strong>in</strong>able dairy <strong>in</strong>dustry.<br />

• Organized approach – farmers must organize to benefit from economies of<br />

scale <strong>in</strong> <strong>in</strong>puts, services <strong>and</strong> market<strong>in</strong>g.<br />

• Strong leadership <strong>and</strong> committed producers – member education <strong>and</strong><br />

capacity build<strong>in</strong>g are essential from farm to market.<br />

• Market-oriented approach – def<strong>in</strong>ed objectives <strong>and</strong> long-term goals<br />

address<strong>in</strong>g all l<strong>in</strong>ks <strong>in</strong> the value cha<strong>in</strong> from cow to consumer.<br />

• The transformation from subsistence farm<strong>in</strong>g (focus on food production for<br />

the family with sale of any surplus) to commercial farm<strong>in</strong>g (focus on market<br />

dem<strong>and</strong>s <strong>and</strong> effective utilization of farm resources for highest possible<br />

profit <strong>and</strong> <strong>in</strong>come) – this is a major transformation for the rural population<br />

<strong>in</strong> most countries <strong>and</strong> public support is needed.<br />

• Gender-balanced programmes – equal access to <strong>in</strong>puts <strong>and</strong> services.<br />

• Supportive government policies – cover<strong>in</strong>g pric<strong>in</strong>g, capacity build<strong>in</strong>g,<br />

research <strong>and</strong> development, enterprise development <strong>and</strong> supply of services <strong>and</strong><br />

<strong>in</strong>puts. To be successful, these policies <strong>and</strong> structures must evolve <strong>in</strong> l<strong>in</strong>e with<br />

developments <strong>in</strong> trade <strong>and</strong> consumer needs <strong>in</strong> quality <strong>and</strong> safety of products.<br />

• Inclusion of medium- <strong>and</strong> larger-scale farmers – drives the uptake of<br />

efficient technologies <strong>and</strong> systems adapted to the local environment.<br />

• Fully <strong>in</strong>tegrated, environment-friendly approaches customized to the<br />

local situation.
