Chapter 9 – <strong>Human</strong> nutrition <strong>and</strong> dairy development: Trends <strong>and</strong> issues 373<br />

nutrition strategy exists, this provides a framework onto which to add a<br />

dairy programme.<br />

• Invest<strong>in</strong>g <strong>in</strong> basic <strong>in</strong>frastructure. Roads, electricity <strong>and</strong> water supplies limit<br />

the practical scope of a dairy programme.<br />

• Provid<strong>in</strong>g policies, laws <strong>and</strong> regulations that support nutrition-sensitive<br />

dairy-<strong>in</strong>dustry development <strong>and</strong> the provision of safe milk <strong>and</strong> dairy products,<br />

alongside other nutrition-sensitive agricultural actions.<br />

• Promot<strong>in</strong>g collaboration between the government agencies responsible<br />

for livestock development <strong>and</strong> those responsible for human health <strong>and</strong><br />

social welfare.<br />

• Promot<strong>in</strong>g <strong>in</strong>vestment from both public <strong>and</strong> private sectors <strong>in</strong> susta<strong>in</strong>able<br />

dairy-<strong>in</strong>dustry development programmes.<br />

9.3.4 Options for development agencies<br />

Development agencies work with<strong>in</strong> the policy environment set by governments<br />

(although they may also <strong>in</strong>fluence it). For programmes on dairy-<strong>in</strong>dustry development<br />

<strong>and</strong> human nutrition, particular support may be needed <strong>in</strong> the follow<strong>in</strong>g areas:<br />

• Plac<strong>in</strong>g a strong focus on nutrition-sensitive dairy-<strong>in</strong>dustry development.<br />

• F<strong>in</strong>anc<strong>in</strong>g dairy programmes that have explicit nutritional objectives <strong>and</strong><br />

target nutritionally vulnerable groups.<br />

• Be<strong>in</strong>g prepared to support the additional <strong>in</strong>vestment <strong>and</strong> work needed to<br />

comb<strong>in</strong>e dairy-<strong>in</strong>dustry development with human-nutrition objectives, <strong>and</strong><br />

to measure nutritional impact.<br />

• Help<strong>in</strong>g to convene health <strong>and</strong> agriculture m<strong>in</strong>istries <strong>and</strong> health <strong>and</strong><br />

agriculture development partners.<br />

• Complement<strong>in</strong>g private-sector <strong>in</strong>vestment.<br />

• Invest<strong>in</strong>g <strong>in</strong> build<strong>in</strong>g an evidence base on the nutrition/health benefits/risks,<br />

shar<strong>in</strong>g it with governments <strong>and</strong> br<strong>in</strong>g<strong>in</strong>g together governments to work<br />

together on dietary guidel<strong>in</strong>es <strong>and</strong> dietary education.<br />

9.3.5 Options for the private sector<br />

The private sector had led the dairy sector <strong>in</strong> the developed world <strong>and</strong> is putt<strong>in</strong>g<br />

<strong>in</strong>vestment <strong>in</strong>to develop<strong>in</strong>g countries. If dairy-<strong>in</strong>dustry development is to be l<strong>in</strong>ked<br />

more explicitly with human nutrition, the private sector has the potential to make<br />

a social contribution by:<br />

• us<strong>in</strong>g its considerable advertis<strong>in</strong>g ability to campaign for healthy diets;<br />

• us<strong>in</strong>g its market reach <strong>and</strong> <strong>in</strong>frastructure to put milk <strong>and</strong> dairy products that<br />

boost nutrition with<strong>in</strong> reach of low-<strong>in</strong>come populations; <strong>and</strong><br />

• <strong>in</strong>clud<strong>in</strong>g nutritional components <strong>and</strong> objectives <strong>in</strong> dairy-<strong>in</strong>dustry<br />

development programmes.<br />

There are also market opportunities, notably <strong>in</strong>:<br />

• meet<strong>in</strong>g dem<strong>and</strong> for milk <strong>and</strong> dairy products <strong>in</strong> develop<strong>in</strong>g <strong>and</strong><br />

transitional countries;<br />

• supply<strong>in</strong>g fortified milk <strong>in</strong>to new markets <strong>in</strong> grow<strong>in</strong>g economies; <strong>and</strong><br />

• provid<strong>in</strong>g milk-based products that offer an alternative to soft dr<strong>in</strong>ks.
