10002 MARCOR OSH PROGRAM MANUALGeneral ventilation is the dilution of a hazardous concentrationby mixing with uncontaminated air. Local exhaust ventilation isthe capture of the hazardous concentration at the point ofgeneration. Local exhaust ventilation is generally preferred<strong>and</strong> can be a more economical method of hazard control. Properlyused, however, general ventilation can be very effective for theremoval of large volumes of heated air, or for the removal oflow concentrations of nontoxic or low toxicity contaminants.2. Administrative Controls. This method of hazard controldepends on effective operating practices that reduce theexposure of individuals to chemical or physical hazards. Thesepractices may take the form of limited access to hazardousareas, preventive maintenance programs to reduce the potentialfor leakage of hazardous substances, or adjusted work scheduleswhich limit work in high interest areas. Industrial hygienistsor <strong>safety</strong> specialists should be consulted for current st<strong>and</strong>ards.The most stringent regulation or consensus st<strong>and</strong>ard shall beapplied in all instances. Comm<strong>and</strong>ers have established SOPs,PMs, <strong>and</strong> TMs that have administrative controls identified <strong>and</strong>are a starting point for all to consider in promoting an activehazard control program.3. PPE. This method of hazard control is the least preferredbecause PPE may reduce productivity while affording lesseffective protection against the recognized hazard thanpreviously mentioned methods of control. Nevertheless, thereare instances where adequate levels of risk reduction cannot beachieved through other methods, <strong>and</strong> PPE must be used, alone orin conjunction with other protective measures. Chapter 13describes requirements applicable to the use of PPE (e.g.,respirators, gloves, <strong>safety</strong> glasses).10003. HAZARD CONTROL APPLICATIONS1. Hazards can be prevented through appropriate riskmanagement. The planning of operational training, designing ofnew facilities, <strong>and</strong> planning self-help repair programs are justa few of the areas in which application of hazard controls canbe used to assess <strong>and</strong> manage risk.10-6
