MARCOR OSH PROGRAM MANUAL 14003rescue personnel have arrived. A non-entry rescue meansauthorized entry personnel can be extracted from the confinedspace by pulling them out by their rescue harness gear.Attendants must remain outside of the confined space at alltimes.c. Attendants shall not be assigned additional duties.d. Attendants must be aware of possible hazards duringentry, familiar with possible behavioral effects of hazardexposure, continuously maintain a count of authorized entrants,<strong>and</strong> monitor activities inside <strong>and</strong> outside the space.e. Attendants shall order immediate evacuation of the spaceif any situation arises which makes it impossible to effectivelyor safely perform all of their required duties. If theattendant must leave the main opening for any reason, then theauthorized entrants must evacuate the space.f. Attendants will warn unauthorized personnel to stay awayfrom the permitted space, advise any unauthorized personnel whohave entered a space to leave immediately, <strong>and</strong> inform theauthorized entrants <strong>and</strong> responsible supervisors if unauthorizedpersons have entered space.3. Personal Protective Clothing <strong>and</strong> Equipment. The CSPM, incoordination with a <strong>safety</strong> specialist, respirator programmanager, <strong>and</strong> an industrial hygienist shall determine therequirements for appropriate PPE based on the type of confinedspace operations <strong>and</strong> exposures involved. See chapter 13 forspecific requirements. The required PPE shall be listed on theentry permit. The responsible supervisor shall ensure that allconfined space entry personnel are trained in the proper use ofrequired PPE.4. Preparation of Spaces. Appropriate protective measuresshall be implemented to ensure:a. The space is isolated from unwanted forms of energy <strong>and</strong>accidental releases of potentially hazardous material (HM).b. Workers inside confined spaces are protected fromvehicular or pedestrian traffic, dropped objects, etc.14-11
